IMPLEMENTING THE CITY OF SÃO PAULO STRATEGIC MASTER PLAN 2014: ADVANCES AND SETBACKS

Spatial planning of Global South cities presents enormous challenges. Due to the historical process of development of the countries in which they are located, these cities are characterized by immense socio-spatial disparities between the richest areas, endowed with infrastructure and employment, and vast areas of precarious settlements, with deficits in jobs, infrastructure and public facilities for the poorest strata. 



It is precisely in this context that the city of São Paulo has been implementing the Strategic Master Plan 2014 (PDE 2014), with the stated objectives of reducing these disparities and promoting the right to the city. The objective of this work is to evaluate the implementation of this plan after seven years, checking if the results met these objectives. In order to do so, firstly, a small contextualization of the city of São Paulo and its planning process will be carried out, after that, the context of the PDE 2014 implementation will be assessed and then the evaluation of its results will be carried out, identifying advances and setbacks, relating to the different municipal administrations involved in this process.



Eduardo Alberto Cusce Nobre, bachelor and PhD in Architecture and Urbanism from the University of São Paulo, Master of Arts in Urban Design from Oxford Brookes University. Associate professor of Urban and Regional Planning at the School of Architecture and Urbanism of the University of São Paulo (FAUUSP), where he has been chair of the Post-graduate commission since 2020 and senior researcher at the Núcleo de apoio à pesquisa: Produção e Linguagem do Ambiente Construído da Universidade de São Paulo (NAPPLAC/USP). From 2017 to 2019 he was president of the National Association of Post-Graduate Studies and Research in Urban and Regional Planning (ANPUR) and visiting professor at Politecnico di Milano in 2021.

He Nem Kim Seo, bachelor and Master in Architecture and urbanism from the School of Architecture and urbanism at the University of São Paulo (FAUUSP) and researcher at the Núcleo de apoio à pesquisa: Produção e linguagem do ambiente construído da Universidade de São Paulo (NAPPLAC/USP). She works as an architect and urban planner at the Municipality of São Paulo Urban Development Municipal Secretariat (SMDU).

Marília Valeiro, undergraduate student in Architecture and urbanism at the School of Architecture and urbanism at the University of São Paulo (FAUUSP). FAPESP scientific initiation scholarship at the Núcleo de apoio à pesquisa: Produção e linguagem do ambiente construído da Universidade de São Paulo (NAPPLAC/USP).

Marina Pinheiro Marques, undergraduate student in Architecture and urbanism at the School of Architecture and urbanism of the University of São Paulo (FAUUSP). FAPESP technical initiation scholarship at the Núcleo de apoio à pesquisa: Produção e linguagem do ambiente construído da Universidade de São Paulo (NAPPLAC/USP).

Simone Ferreira Gatti, bachelor in Architecture and urbanism from University Presbiterian Mackenzie (UPM) and PhD from the School of Architecture and urbanism of the University of São Paulo (FAUUSP). Researcher at the Núcleo de apoio à pesquisa: Produção e linguagem do ambiente construído da Universidade de São Paulo (NAPPLAC/USP), where she developed her postdoctoral studies funded by FAPESP in partnership with the State of São Paulo Housing and Urbanism Public Prosecutor Office.
