La città dei ricchi e la città dei poveri

L’urbanistica ha forti, precise responsabilità nell’aggravarsi delle disuguaglianze. Siamo di fronte a una nuova questione urbana che è causa non secondaria della crisi che oggi attraversano le principali economie del pianeta.
Nelle culture occidentali la città è stata a lungo immaginata come spazio dell’integrazione sociale e culturale. Luogo sicuro, protetto dalla violenza della natura e degli uomini, produttore di nuove identità, sede privilegiata di ogni innovazione tecnica e scientifica, culturale e istituzionale. Nella città occidentale ricchi e poveri si sono da sempre incontrati e continuano a incontrarsi, ma sono anche sempre più resi visibilmente distanti.
Oggi più che in passato, nelle grandi aree metropolitane, le disuguaglianze saltano agli occhi e strategie di distinzione ed esclusione sono state spesso favorite dallo stesso progetto urbanistico. Bisogna tornare a riflettere sulla struttura spaziale della città, riconoscere l’importanza che nel costruirla ha la forma del territorio. Tornare a conferire agli spazi urbani una maggiore e più diffusa porosità, permeabilità e accessibilità; disegnarli con ambizione, tenendo conto della qualità delle città che ci hanno preceduto e ragionare di nuovo sulle dimensioni del collettivo.

Bernardo Secchi è professore emerito di Urbanistica nella Scuola di Architettura dell'Università IUAV di Venezia. Ha ricevuto la laurea honoris causa dalle università di Grenoble e di Hasselt e il Grand Prix d’Urbanisme. È Senior fellow al Canadian Centre for Architecture e Chevalier de la Légion d’honneur. Ha partecipato agli studi per il Piano Intercomunale di Milano e lavorato al Piano Regionale del Trentino. Nel 2008 è tra i dieci architetti richiesti di sviluppare idee e progetti per la ‘Grande Parigi’; nel 2010 tra i tre richiesti di sviluppare progetti per Bruxelles 2040 e nel 2012 tra i dieci richiesti di sviluppare un progetto per la ‘Grande Mosca’. È stato direttore di “Urbanistica”.

The Urban Masterplanning Handbook

A highly illustrated reference tool, this handbook provides comparative visual analysis of major urban extensions and masterplans around the world. It places an important new emphasis on the processes and structures that influence urban form, highlighting the significant impact that public or private landownership, management and funding might have on shaping a particular project.
Each of the book’s 20 subjects is rigorously analysed through original diagrams, scale drawings and descriptive texts, which are complemented by key statistics and colour photography. The case studies are presented in order of size rather than date or geographical location. This offers design professionals, developers and city planners, as well as students of architecture and urban design informed organisational and formal comparisons, leading to intriguing insights.

A wide geographical range of contemporary and historic masterplans are featured. These encompass European projects from the 19th century to the present day: Belgravia in London, Sarphatipark in Amsterdam, Potsdamer Platz in Berlin, La Défense Seine Arche in Paris and Hammarby Sjöstad in Stockholm. In North America, the postwar development of Stuyvesant Town in Manhattan is also the subject of a case study. More recent and ongoing international urban schemes are included, such as Puerto Madero in Buenos Aires, Downtown Dubai and the New Central Business District in Beijing.

ABOUT THE AUTHORS:
Eric Firley is the author of the book’s companion volumes The Urban Housing Handbook (2009) and The Urban Towers Handbook (2011). Assistant Professor at the University of Miami School of Architecture since January 2011, he is a trained architect and urban designer with work experience in property development and several design practices in Paris and London. Regularly invited to speak at architectural institutions around the world, he has a specific interest in interdisciplinary research and in the relationship between architecture and the urban fabric.
Katharina Grön is a German planner who graduated in 2008 from the Hamburg University of Technology. Already involved in the production of The Urban Housing Handbook, she has developed the graphic concept of the book, including diagrams and custom-made urban plans. She lives and works as a planner and urban designer in Hamburg.

Nuovi compiti e nuovi luoghi del progetto

Il libro affronta il tema del lavoro che, nel quadro articolato delle trasformazioni sociali ed economiche in atto, assume una centralità rinnovata anche per le discipline che si occupano del disegno degli spazi che lo accolgono.
Da un lato si assiste alla riorganizzazione del sistema egemone negli ultimi trent’anni: gli spazi del lavoro non sono più semplici edifici industriali ma nuove realtà dotate di laboratori, centri studi, spazi di relazione con il pubblico e con il paesaggio. Prende dunque corpo una revisione del modello di città sociale che in Italia ha segnato profondamente la progettazione architettonica e urbana, sulla scia di quanto accaduto per la Olivetti.

Il Diesel Village a Breganze e le diverse factory che nascono oggi occupando complessi industriali dismessi rappresentano il controcampo della crisi dei capannoni diffusi. Dall’altro lato la dismissione della produzione fisica di materiali ed oggetti crea una diversa strutturazione di reti per la produzione immateriale di idee o servizi: nuovi spazi del lavoro si costruiscono in luoghi marginali o abbandonati del territorio, possibili motori latenti di uno sviluppo alternativo.

Il volume è stato pubblicato in occasione del convegno L'architettura degli spazi del lavoro. Nuovi compiti e nuovi luoghi del progetto (Venezia, 16-11-2012, a cura di Sara Marini, Alberto Bertagna, Francesco Gastaldi) con il contributo dell' Università IUAV di Venezia e della Fondazione Francesco Fabbri.

From Community Initiatives to Participatory Models

People have always been interested in the cities in which they live. With the world‘s stark urbanization, the engagement of citizens to improve their urban environments is also growing. Far from the traditional urban planning culture, they make use of limited resources, offering solutions to face the challenges these cities offer. They focus on the provision of social infrastructure aiming to improve the living conditions of the residents at the local scale.
Handmade Urbanism showcases 15 projects realized mostly in less favored areas of five major cities in emerging countries, examining the potential of urban transformation embedded in community initiatives. What is the basis for such initiatives? Which are the instruments and tools they use? Illustrations depict their operational modes, reveal the actors involved and trace the steps they made in the organization of the initiatives. Interviews with experts, actors and different stakeholders clarify their meaning towards the local challenges. At a global level, common threads and differences are made clear.

Handmade Urbanism drafts a possible urban vision of the city impacted by those processes and organizes a discussion that promotes participatory initiatives while exploring their potential to impact on the city at large – to the benefit of all.

ABOUT THE AUTHORS:
Marcos L. Rosa is an architect and urban plenner. He received diploma in architecture and urban planning from. He organized the DBUA Award in São Paulo, in 2008, when he set up a research platform based on the 133 compiled projects. He is the author of a publication of that research entitled Microplanning, Urban Creative Practices (São Paulo, 2011). He exhibited worldwide, among which, in the Rotterdam International Architecture Biennale 2010 and in the International Biennale in São Paulo 2011. He was awarded the Young Architects Award from the Brazilian Architects Institute for Microplanning. His current research focuses on the operational mechanisms embedded in these projects and their scaling potential within existing and proposed urban infrastructural networks.
Ute Elisabeth Weiland has been the Deputy Director of the Alfred Herrhausen Society, Deutsche Bank's international forum since 2007, a member of the Executive Board of the Urban Age conference series at the London School of Economics since 2004, and since 1 January of 2010 member of the Governing Board of LSE Cites. For five years, she has coordinated all of the awards in five cities, organizing the content and compilation with the local researchers chosen to carry out the communicazion, organization, and fieldwork in each city.

Berlin: Self-Initiated Urban Living and Architectural Interventions

Berlin is thought of as the city of Urban Pioneers, a place where everything is possible and where space can be taken over and transformed. Voids and unused spaces waiting to be occupied, old buildings engaged with new program. The self-determined design of space, building, living and working, be it in the form of builder collectives or co-housing (Baugruppen), co-op’s (Genossenschaften), co-working spaces or other project forms, has produced an architectural diversity and quality in Berlin over the last fifteen years that is exemplary.
Selfmade city presents the evolving condition in Berlin, including a survey of over 120 projects, an analysis of the qualities and potentials of these projects as well as 50 best-practice case studies. Which contributions are being made in private initiative for the development of the city and what can be achieved in the future? Which methods and strategies are generating added value?

Background
Selfmade City is an initiative of the curator Kristien Ring (AA Projects). The books is based on the exhibition and publication project 'Builder Collectives in the City', that Kristien Ring presented at the German Center for Architecture DAZ in 2007. Over 3000 visitors came to the show durring the eight-week exhibition time period at the DAZ.

The focus of Selfmade City is not only builder collectives and self-initiated living projects, but includs projects that have helped to define the spirit of the city by transforming the berliner city-scape. The goal of Selfmade City is to present the qualities of these projects, with particular attention given to the design.
Preserving the specific potential of Berlin is at stake. The project see for the presentation of an exhibition in Berlin that is accompanied by discourse events, excursions and a prblication that will reach a wide public and, at the same time, further discussion and political decision making. Which qualities have really been materialised through the self-initiative of architects, owners, and other space pioneers? What is the subsistence of future potential concerning Berlin’s urban planning? What are future-oriented fields of work and strategies, or even requirements and conditions that are need for self-initiated spatial design with an aspiration for high quality to continue?

Kristien Ring is founder of AA PROJECTS (2011) and works as a design, planning, and project process consultant, curator, architecural critic, and author. From 2005 untill 2011 she was the Director of the German Center of Architecture, DAZ, from 2001 untill 2005 the curator and co-funder the galley Suitcase Architecture.
Franziska Eidner studied journalism, cutlural studies, and arts administration. Since 2005 shi was worked as author, conceptual consultant, and communication espert for institutions, agencies, administrations, corporations, and publcihers in the field of architecture, urban and regional development. She is co-funder of EINSATEAM, Berlin.

Approssimazioni alla città

Urbano, rurale, ecologia

Da più di vent’anni il progetto della città contemporanea sta mettendo a fuoco uno spazio, il periurbano, che si colloca tra la città e ciò che la circonda. Una geografia che negli stessi luoghi si confronta con ordini di problemi a differenti livelli di complessità - l’approvvigionamento di cibo, il decentramento di funzioni urbane, le reti infrastrutturali, i cambiamenti climatici, i grandi rischi ambientali - e, insieme, questioni più vicine e ordinarie quali la riqualificazione delle aree periferiche e dei loro margini, la sostenibilità dei tessuti a bassa densità e la loro maggiore qualità e abitabilità.

Perché parliamo di periurbanità? Perché crediamo che lo spazio intorno alle città, invaso dalle urbanizzazioni ma costruito ancora dall’agricoltura, sia investito da un processo di grande rinnovamento, mentre le categorie dell’urbanità e della ruralità hanno perso il loro potenziale euristico per descriverlo.
Una cospicua parte di umanità abita e lavora nel periurbano, lo attraversa e lo modifica incessantemente. Ma il periurbano rimane ancora uno spazio senza autore. Il periurbano si fa leggere criticamente come spazio multispaziale. Non uno spazio topografico o metaforico ma uno spazio progettuale che nasce dal bisogno di ricostruire nuove condizioni di comfort e di benessere, che riesce a veicolare simboli, valori e desideri collettivi.
Dentro un’angolazione paesaggista, il periurbano può diventare un laboratorio formidabile di idee e progetti. In esso spazi e valori possono essere messi a fuoco rendendoli più riconoscibili; in esso trova espressione quel «besoin de campagne» – inteso come desiderio di una natura fuori porta, più vera di quella che ha potuto offrire fino ad ora il parco urbano – che la società sempre più manifesta.

Lucy Bullivant analyses the ideals and processes of international masterplans, and their role in the evolution of many different types of urban contexts in both the developed and developing world. Among the book’s key themes are landscape-driven schemes, social equity through the reevaluation of spatial planning, and the evolution of strategies responding to a range of ecological issues and the demands of social growth.
In the past, spatial masterplans for cities have been fixed blueprints realized as physical form through conventional top down processes. These frequently disregarded existing social and cultural structures, while the old modernist planning model zoned space for home and work. At a time of urban growth, these models are now being replaced by more adaptable, mixed use plans dealing holistically with the physical, social and economic revival of districts, cities and regions. Through today’s public participative approaches and using technologically enabled tools, contemporary masterplanning instruments embody fresh principles, giving cities a greater resilience and capacity for social integration and change in the future.

Addressing the In-between

Architecture and public spaces are well, if not prestigious accepted components of the urban realm– but what about technical infrastructure? Although the interdependence between infrastructure and urban development has been a central topic in urban planning, infrastructure as a design element plays a comparatively subordinate role.

This book is an attempt to reflect on the relevance of infrastructures for urban design and to perceive infrastructural urbanism as something that complements conventional architectural urbanism and the more recent concept of landscape urbanism.
The authors introduce projects of various scales – from skate parks to ur- ban motorways – located in many different cities – such as Mexico City, New York, London, Paris, Zurich, Seattle, Barce- lona, Stockholm, São Paulo, Antwerp, amongst others. They demonstrate that infrastructure generates its own category of urban territory.

for Urban Rivers

River. Space. Design is a systematically organised reference book for the design and planning of river spaces. Urban river landscapes need to unite a broad range of requirements - most notably flood control, ecological considerations and open space design - often within tight space constraints. Taking a process-oriented approach, this book offers concrete guidelines for sustainable long-term interventions.
Arranged in two volumes, this book contains a comparative analysis of more than 50 successful projects alongside rivers and streams in Europe, and dissects them into their individual design elements.
The result is a catalogue of effective design strategies and tools that provides readers with an attractive and inspiring overview of the broad and varied spectrum of design possibilities for river spaces. Each project is illustrated with photographs taken especially for the book and each principle is illustrated with explanatory diagrams.
The book’s interdisciplinary structure is of interest to landscape architects, architects, engineers, urban planners and hydrologists alike.

This publication is the result of the research project Process-oriented Design of Urban River Spaces undertaken from August 2008 until March 2011, which was financially supported by DFG - German Research Foundation. The project was conducted by Institute of Open Space Planning and Design, Faculty of Architecture and Landscape Sciences, Leibniz University Hannover and was undertaken in cooperation with Studio Urbane Landschaften: Platform for Research, Teaching and Practice.

ABOUT THE AUTHORS

Martin Prominski is Assistant Professor of Theory of Contemporary Landscape Architecture at the Faculty of Architecture and Landscape at the University of Hannover, Germany. His research combines landscape and design theory.
Antje Stokman is a German landscape architect. She is currently a professor and chair at the Leibniz University in Hannover as well as a directing partner of the Hamburg studio OSP Urbanelandschaften.
Daniel Stimberg studied Landscape Architecture at the Berlin University of Technology. He worked as a researcher within the project process-oriented design of urban river spaces at Leibniz University Hanover.
Hinnerk Voermanek is a civil engineer with a focus on water bodies; he studied at Braunschweig University of Technology.
Susanne Zeller worked for the landscape design practice H+N+S Landschapsarchitecten in Utrecht, the Netherlands, where her focus was on designing riparian spaces. Since 2010 she has been a lecturer at Leibniz University Hanover, department for Designing Urban Landscapes.

Competenza e rappresentanza

Non è semplice trattare del ruolo delle competenze tecniche in rapporto alle trasformazioni urbane. Tanto meno oggi, nel nostro paese. La competenza ha implicazioni non solo conoscitive, ma etiche e politiche. È parte del sistema delle regole dello Stato di diritto e della politica democratica. E per quel che ci riguarda più da vicino, è intimamente legata a ogni forma di governo della città che voglia ancora dirsi razionale, avere cura del bene comune, e porsi come azione a lungo termine.
Tornare a occuparsi di competenza tecnica è importante. Discuterne e osservarne i mutamenti aiuta a comprendere la natura sociale del lavoro degli architetti e degli urbanisti e il loro posizionarsi entro gerarchie sociali, non solo professionali.
Gli scritti contenuti in questo libro affrontano il modo in cui le competenze entrano nella trasformazione della politica e della città. In maniera selettiva, seguendo diversi registri tematici.
Si è assunto dapprima un punto di osservazione costruito sulla crisi della rappresentanza che lo scritto di Alessandro Pizzorno, nella prima parte del volume, mette al centro. Le questioni sollevate da Pizzorno ruotano attorno a un interrogativo circa il modo in cui sia oggi possibile introdurre il principio di competenza in istituzioni che in altri tempi si pensava potessero reggersi sul principio di maggioranza.
Alle questioni poste rispondono Bernardo Secchi e Pier Luigi Crosta, cogliendo le implicazioni che il tema ha in rapporto alla progettazione e alla politica urbana. La discussione iniziata a Torino in occasione della XIV Conferenza della Società italiana degli urbanisti è proseguita nei mesi successivi in incontri di cui dà conto la lunga conversazione contenuta nella seconda parte del volume, la quale riporta su un terreno più specificamente urbano molti dei temi messi in rilievo nella prima parte.

Negli ultimi anni le città e i territori hanno subito profonde trasformazioni, sono stati investiti da mutamenti ambientali, sociali e dagli effetti della recente crisi finanziaria. Queste trasformazioni hanno investito anche i territori della produzione e hanno inciso sia sul significato attribuito al termine “produzione”, sia sul rapporto tra produzione e spazi. Per rimettere al centro del dibattito questo tema, troppo a lungo considerato marginale, il libro invita a riflettere su dilemmi propri del campo urbanistico, sia dal punto di vista dei pattern e dei materiali urbani che compongono gli spazi della produzione contemporanea, sia in relazione ai significati possibili di sostenibilità e abitabilità.

La struttura del volume si articola in questo modo:
il capitolo 1 restituisce alcuni sfondi teorici e metodologici più importanti dedicati alla relazione tra produzione e spazi, muovendo dal riconoscimento di una inerzia nel campo della pratica e della riflessione urbanistica sul tema.
Nel capitolo 2 si articola un ragionamento su alcuni termini ricorrenti in letteratura e nelle politiche che tendono a tipizzare in maniera poco critica anche i territori della produzione.

La crisi delle democrazie è uno dei teatri della mutazione. La democrazia associativa con pratiche sociali che implicano direttamente le persone è una delle strade promettenti per attraversare la crisi. È necessario superare ogni approccio dottrinario, lavorare con cura e abitare le ambiguità.

Ripensando al contributo offerto da alcuni testimoni italiani degli anni Cinquanta e riflettendo su molti anni di esperienze fatte a Napoli, con questo libro rivolto a coloro che si occupano di democrazia, politiche urbane e partecipazione, l'autore sostiene che è necessaria una riconsiderazione profonda di alcune categorie di fondo, facendo tesoro delle elaborazioni di altri contesti ma trovando anche una via originale. Si tratta di ripensare l'universalismo, superare le visioni unitariste, la contrapposizione fra efficacia della democrazia e ruolo delle élite o quella fra iniziative dal basso e aperture dei processi da parte dei responsabili del governo, praticando una convivenza con le differenze che vada oltre la tolleranza.

Rispetto ai necessari interventi di coesione sociale nei quartieri in gravi difficoltà, il libro propone un modello di intervento - la missione locale - con cui associare empowerment e protagonismo delle persone, assumendo alcuni principi progettuali innovativi entro un approccio pragmatico e contingente.

Come si vivono il tempo e lo spazio pubblici? Quando l’uso spontaneo dello spazio pubblico è fonte di scontri fra diverse esigenze e quando invece è riappropriazione positiva di luoghi e modi della socialità? Quali strumenti hanno le istituzioni per integrare e governare l’espressione del mutamento negli usi dello spazio e le esigenze dei tempi di vita?
Queste alcune delle domande, che riguardano la qualità della vita urbana, con le quali si è misurato un convegno svoltosi a Torino nel marzo 2011, di cui questo volume raccoglie gli esiti. I contributi forniscono elaborazioni teoriche ed esperienze pratiche sull’uso sociale dello spazio pubblico e del tempo in un orizzonte internazionale. Ilha formosa, beautiful island - the Portuguese seafarers passing by in the sixteenth century were enthusiastic, and so present-day architecture buffs when they recommend Taiwan's architecture as a must-see for anyone travellign in East Asia. The island republic proudly calls buildings by internationally renowned architects its own, including I.M. Pei, UNStudio and Toyo Ito, but local superstars such as C.Y. Lee and Kris Yao have also realized spectacular projects here. Taiwan has a highly creative architecture, design and urban culture scene that so far has received little notice in international design publications.

Atlas of Urban Expansion

The Atlas of Urban Expansion is a comprehensive guide to the past and future characteristics of metropolitan growth. In 2010 more than half of the world’s total population lived in cities, and this share is expected to increase to 70 percent or more by 2050. The world’s urban population is expected to increase from 3.5 billion in 2010 to 6.2 billion in 2050, and almost all of this growth is expected to take place in less-developed countries. Cities in developed countries will add only 160 million people to their populations during this period, while Cities in developing countries will need to absorb 15 times that number, or close to 2.6 billion people, thereby doubling their total urban population of 2.6 billion in 2010. Given the expected decline in urban densities, these cities are likely to more than triple their developed land areas by 2050.

The main objective of this Atlas of Urban Expansion is to increase understanding and help residents, policy makers, and researchers around the world come to terms with the expected global urban expansion in the coming decades. The call to action is urgent, as the urbanization process now underway will be largely completed by the end of the 21st century. “Most people who desire to live in urban areas will already be in them by 2100, but by that time it will be too late to act,” Angel says. “If the land required for public works or public open spaces is not protected from encroachment before it is developed, it will be next to impossible to ensure the orderly development of cities to make them more efficient, more equitable, and more sustainable.”

The Atlas in book form introduces the project and presents two sets of full-color maps and a set of raw data tables. The first map section contains pairs of urban land cover maps from circa 1990 and 2000, representing a global sample of 120 cities. The second map section includes composite maps of a global representative sample of 30 cities, showing the historical expansion of their urbanized areas from 1800 to 2000. In both sections, the maps shown are paired with numerical and graphical data, making it possible to compare cities in terms of their metric values on key attributes of urban expansion. The third section contains four extensive tables of urban, national, and regional data for each of the 120 cities.

The companion volume, Planet of Cities, also authored by Lincoln Institute visiting fellow Shlomo Angel, lays out a series of recommendations for making adequate room for increased urban population growth, rather than emphasizing containment; adjusting densities within a sustainable range; providing an ample supply of urban land for decent housing; and securing land necessary for public streets, public infrastructure networks, and public open spaces well in advance of development.

Planet of Cities

The book puts into question the main tenets of the familiar containment paradigm, also known as smart growth, urban growth management, or compact city, that is designed to contain boundless urban expansion, typically decried as sprawl. It examines this paradigm in a broader global perspective and shows it to be deficient and practically useless in addressing the central questions now facing expanding cities outside the United States and Europe.
In its place S. Angel proposes to revive an alternative 'Making Room Paradigm' that seeks to come to terms with the expected expansion of cities, particularly in the rapidly urbanizing countries in Asia and Africa, and to make the minimally necessary preparations for such expansion instead of seeking to contain it. This paradigm is predicated on four propositions:
1. The expansion of cities that urban population growth entails cannot be contained. Instead we must make adequate room to accommodate it.
2. City densities must remain within a sustainable range. If density is too low, it must be allowed to increase, and if it is too high, it must be allowed to decline.
3. Strict containment of urban expansion destroys the homes of the poor and puts new housing out of reach for most people. Decent housing for all can be ensured only if urban land is in ample supply.
4. As cities expand, the necessary land for public streets, public infrastructure networks, and public open spaces must be secured in advance of development.

Riflessioni e 'linee guida' pensate specificamente per i luoghi della produzione e della logistica - recentemente minacciati dagli eventi sismici - così come i criteri di intervento per mediare efficienza tecnica, redditività economica, elevata performatività ambientale. Tuttavia il cuore del lavoro consta soprattutto nelle riflessioni sul ruolo attuale delle infrastrutture (dai caselli autostradali all’alta velocità) inquadrate secondo una dimensione sovracomunale e sulle possibili valenze 'risarcitorie' dei modelli insediativi; perché, per usare le parole di Ceccon, «Lo spazio è saturo. Oggi non è più attuale occupare spazio, occorre liberarlo».

The spring show at the Architekturzentrum Wien (15 March - 25 June 2012) was dedicated to the history of the idea of appropriating land in urban space. Since the shockwave of modernisation that accompanied industrialisation towns and cities worldwide have had to face some very significant challenges, city-dwellers have always found a number of solutions in crisis situations, they are involved in bottom-up urban development. Self-build and selforganisation, settlements and fruit and vegetable gardening lead to other forms of collective cohesion, neighbourliness and fair distribution. Another world can be planted, as today's community gardeners are clearly showing.

Following many years of international research, the curator Elke Krasny presents 19 historical and contemporary case studies of bottom-up urban development in Chicago, Leipzig, Vienna, Bremen, New York, Paris, Hong Kong, Istanbul, Porto Alegre, Havana or Quito.
They provide an overview of informal, self-organised collective movements and of the spaces that are created by them. The exhibition shows how decisively small projects have often led, and are still leading, to major changes.

'Hands-On Urbanism' introduces an alternative urban history, one that poses urgent questions about the responsibility of design for architects and planners, and the resource-logic of towns and cities. What do architects do in this process, and what can be learned from the bottom-up in this urban history? Its role ranges from initiative via activism to conducting research. How are urban planning authorities reacting to these developments? The spectrum ranges from the founding of a settlement regulatory agency, via infrastructural measures and tolerance, to measures of support from the authorities, but also the introduction of new laws and legal sanctioning in official urban plans.

The discipline of urban design is undergoing a rapid expansion and realignment. It is experiencing a shift from a profession dominated by architects and planners, directed at urban development, to a more expansive set of practices engaging new forms of social and environmental ecologies, as cities worldwide adapt to economic restructuring, mass migrations and climate change.
Bringing together classic and new texts from the last 40 years, this AD Reader focuses attention on the critical tools needed to understand how cities have been designed and constructed and then changed over time. This enables new ways of envisioning how cities must be conceived and adapted in the future to the dual conditions of rapid urbanisation and economic restructuring, coupled with unpredictable environmental conditions due to climate change.

With its emphasis on both urban design and the ecological, this book brings together key articles that point the way forward for reconciling the often conflicting concerns of urbanism and environmentalism. Twenty-three texts are organised into four distinct sections, covering metropolitan architecture, the sprawling megalopolis, the megacity and the recently emerging metacity. ABOUT THE AUTHOR:
Brian McGrath is an Associate Professor of Urban Design at Parsons The New School for Design in New York. He taught at Columbia University in the Urban Design Studios for 15 years in a programme that grew 500% in student population between 1991 and 2005. He was a Senior Fulbright Scholar in Thailand in 1998/99. He is currently a co-investigator on an interdisciplinary team on the Baltimore Ecosystem Study, a Long Term Ecological Research project where he coordinates a working group linking science research, public policy and design. McGrath has authored and contributed to many books and journals, he also teaches and lectures internationally.

Knox’ in-situ studies present 50 especially significant city districts from the whole of Europe and North America in words and pictures. His field research focuses on typologically outstanding city districts that have developed a high degree of individuality. Cities are the symbiosis of diverse districts: the smaller units serve to provide an important identity function: business centers and amusement districts such as the City and the West End in London, technology and science quarters (Adlershof in Berlin), designer districts such as the Zona Tortona in Milan and the Fashion District in New York.

Two other factors that play a major role are the conversion of industrial wastelands and new districts colored by a supranational capitalism or a sustainable or dubious planning – such as the Vauban residential quarter in Freiburg in South Germany or the Lower Ninth District in New Orleans.
Paul Knox also always analyzes how and why these districts have turned out the way they are: outlining their visible and also their hidden and often blurred “biography”. A fascinating journey through space and time!

In City Rules: How Regulations Affect Urban Form, urban scholar Emily Talen writes, 'this is a story of how rules affect the physical character of a city'. From its European predecessors to the first American zoning regulation in 1916 New York City, she explores the motivations behind these rules. Architecture can be as full of suspense as a graphic novel. Similar to comic strips or graphic novels, diagrams are a visual medium of communication. This makes them easy to understand even across linguistic and cultural boundaries and an ideal method of communicating ideas to clients. Today, architectural diagrams are no longer mere aids to explaining a design or reducing an idea to a simple outline, but have emerged as an art form of their own among the creative skills related to planning and building.

The title Architectural and Program Diagrams in the series "Construction and Design Manual" brings together more than 400 pages from a predominantly international avant-garde and offers an overview of the state of the art in architectural representation across a spectrum extending from simple arrow diagrams to sober graphs and highly elaborate, often somewhat surreal collages and computer animations which trigger a wide range of intellectual and emotional responses. Diagrams tell stories. Those able to read them can follow the process by which ideas and thoughts take visual shape, find aesthetic form and, if all goes well, become part of the built environment.
Two essay, total 967 images, 48 projects by 10 architects compose the book.

Il rapporto città-campagna è forse tra i fenomeni più studiati della storia moderna, ma con l’inizio del XXI secolo il rovesciamento di numerosi paradigmi interpretativi impone un radicale ripensamento: il post-fordismo che lascia spazio a una “economia di carta”; la globalizzazione e l’emergere di nuove potenze economiche che riorganizzano la geopolitica planetaria (dove l’Occidente perde continuamente peso); la popolazione mondiale che vive - per oltre la metà - in agglomerati urbani a scapito delle campagne. Questi fatti inducono a guardare tale rapporto con occhi nuovi, costruendo alleanze evolute, sulle quali questo volume propone riflessioni critiche, traiettorie di ricerca e un’agenda per l’analisi e il progetto di un nuovo “patto di stabilità” tra città e campagna.

«Nelle pagine di questo volume si dà conto di esperienze, idee, progetti di "casa nostra". Si accenna a processi straordinari e titanici, come il Piano Paesistico della Regione Puglia; si raccontano più modesti microinvestimenti per la cura e la manutenzione dei boschi e del sistema agricolo periurbano; ancora si illustrano ricerche che si pongono obiettivi eccezionalmente rilevanti, per rispondere all'emergenza carceraria da un lato e, dall'altro, favorire il riuso del patrimonio rurale in abbandono. Si tratta in ogni caso del tentativo di dare senso e contenuto - e quindi di produrre un progetto - alla necessaria alleanza che va ricostruita tra città e campagna. [...]
Questo libro testimonia una parte delle riflessioni prodotte attorno alla necessità di progetto per la "città esplosa", rivisitando un dibattito storico consolidato, non tanto per approfondirne le constatazioni ma per valutare le proposte e le soluzioni elaborate a partire da differenti punti di vista disciplinari, in ragione dell'obiettivo di riqualificare i territori sottoposti al fenomeno dello sprawl [...]. ABOUT THE EDITORS
Matteo Agnoletto è ricercatore in Composizione architettonica presso l'Università Alma Mater di Bologna. Ha svolto attività professionale negli studi di Renzo Piano e Jean Nouvel. E' stato capo redattore della rivista "Parametro". Dal 2005 al 2008 è stato collaboratore della sezione architettura alla Triennale di Milano, dove è stato advicer per il premio Medaglia d'Oro dell'Architettura Italiana e curatore di sezione delle mostre Good N.E.W.S. (2006) e Casa per tutti (2008). Nel 2007 è stato tra gli organizzatori dell'evento Superluoghi. Notizie dalla metropoli quotidiana.

Marco Guerzoni, urbanista, per la Provincia di Bologna si occupa principalmente di housing sociale e di pianificazione delle attività commerciali. E' stato docente incaricato all'Università di Bologna; consulente di alcuni enti territoriali per la redazione di studi e di strumenti di governo del territorio. Questa ricerca è stata svolta da un gruppo del DiAP Dipartimento di Architettura e Pianificazione del Politecnico di Milano, per conto della Regione Emilia-Romagna in accompagnamento alla redazione del nuovo Piano territoriale regionale, approvato nel febbraio 2010.
Il passaggio fondamentale è stato considerare il territorio non come una somma di luoghi ma come un sistema, con la consapevolezza che solo valorizzando le specifiche differenze, capacità e ricchezze sarà possibile raccogliere con successo la sfida del nuovo Piano.
Si è quindi cercato di interpretare la regione lasciando sullo sfondo le partizioni amministrative, non solo provinciali e comunali ma anche regionali, per meglio restituire i livelli di interazione e integrazione all’interno del territorio regionale, da un lato, e il ruolo di cerniera dell’Emilia-Romagna in Italia e in Europa, dall’altro.

Con il Piano territoriale regionale si è posto l’accento sulle priorità attorno alle quali impostare il lavoro per i prossimi anni: innovazione, sviluppo sostenibile, questione ambientale, economia verde; posizionamento dell’Emilia-Romagna ai più alti livelli funzionali nell’Europa allargata e nelle relazioni con l’Area mediterranea, l’Est europeo e l’Asia; semplificazione amministrativa e riordino delle istituzioni anche in dimensione regionale; costruzione di sistemi integrati di relazioni.
Per il volume si è scelta la veste di “atlante ibrido”, ovvero di raccolta di carte che rappresentano su base geografica alcuni connotati economici, sociali e culturali dell’Emilia-Romagna, preferendo uno stile composito e sintetico, interpretativo più che descrittivo, volutamente tendenzioso, allo scopo di meglio fissare l’immagine di un territorio che sta cambiando.

Patrizia Gabellini, architetto, è professore ordinario di Urbanistica al Politecnico di Milano. Sui temi della rappresentazione visiva ha lavorato in qualità di responsabile del Disegno e della comunicazione del Prg di Roma (2000) e scritto nei suoi libri Il disegno urbanistico (1996), Tecniche urbanistiche (2001), Fare urbanistica (2010). Attualmente è Assessore all’Urbanistica Ambiente Qualità urbana e Città storica del Comune di Bologna.
Andrea Di Giovanni, architetto e dottore di ricerca, è ricercatore in urbanistica presso il DiAP Dipartimento di Architettura e Pianificazione del Politecnico di Milano. Insegna presso la Scuola di Architettura e Società dello stesso Ateneo. È autore di saggi su riviste nazionali e internazionali. Ha pubblicato recentemente: Spazi comuni. Planning Olympic Legacies
Transport Dreams and Urban Realities

When a city wins the right to hold the Olympics, one of the oft cited advantages to the region is the catalytic effect upon the urban and transport projects of the host cities.
However, with unparalleled access to documents and records, Eva Kassens-Noor questions and challenges this fundamental assertion of host cities who claim to have used the Olympic Games as a way to move forward their urban agendas.
In fact, transport dreams to stage the "perfect games" of the International Olympic Committee and the governments of the host cities have lead to urban realities that significantly differ from the development path the city had set out to accomplish before winning the Olympic bid. Ultimately it is precisely the IOC’s influence – and the city’s foresight and sophistication (or lack thereof) in coping with it – that determines whether years after the Games there are legacies benefitting the former hosts.

The text is supported by revealing interviews from lead host city planners and key documents, which highlight striking discrepancies between media broadcasts and the internal communications between the IOC and host city governments. It focuses on the inside story of the urban and transport change process undergone by four cities (Barcelona, Atlanta, Sydney, and Athens) that staged the Olympics and forecasts London and Rio de Janeiro’s urban trajectories. The final chapter advises cities on how to leverage the Olympic opportunity to advance their long-run urban strategic plans and interests while fulfilling the International Olympic Committee’s fundamental requirements.
This is a uniquely positioned look at why Olympic cities have – or do not have – the transport and urban legacies they had wished for. The book will be of interest to planners, government agencies and those involved in organizing future Games.

Eva Kassens-Noor is an assistant professor of Urban and Transport Planning in the School of Planning, Design and Construction (SPDC) holding a joint appointment with the Global Urban Studies Program (GUSP) at Michigan State University. She is also an adjunct assistant professor in Geography. She received her Diplom-Ingenieur in Business Engineering from the Universität Karlsruhe (TH) in Germany, her MST (Master of Science in Transportation) from the Civil and Engineering Department at MIT, and her Ph.D. from the Department of Urban Studies and Planning at Massachusetts Institute of Technology.

When reading the Chinese city, which this book sets out to do, it is not the well-known cities such as Beijing, Shanghai, and Xi'an that are in the focus of attention, but rather the essentially Chinese of the Chinese city, those characteristics or attributes that are more or less shared by all Chinese cities. The spotlight is on their spatial grammar, their syntax, in short: their code.
Only by deciphering their common traits a view to the underlying structure of Chinese cities is opened, and we can begin to reasonably evaluate and classify the diversity of impressions.

Questo libro racconta una ricerca che ha per oggetto il territorio della città diffusa in Veneto, investito oggi da una serie di interventi di trasformazione dell'infrastruttura stradale. A partire dall'illustrazione di queste trasformazioni il volume avanza un insieme di ipotesi interpretative della situazione esistente, del sistema infrastrutturale, delle sue probabili evoluzioni e del carattere dei progetti che dovrebbero investirlo. Riconsiderando i modi di intervento e razionalizzazione, questo libro mostra una nuova e radicale riconcettualizzazione delle principali questioni delle infrastrutture per la mobilità e dell'impatto sul territorio abitato, proponendo come necessaria una riflessione sulle politiche infrastrutturali della regione Veneto e del nostro Paese.

Partendo da una ricerca finanziata dal Ministero dell'Istruzione, dell'Università e della Ricerca conclusasi con la pubblicazione del volume: On mobility. Infrastrutture per la mobilità e costruzione del territorio metropolitano: linee guida per il progetto integrato (a cura di B. Secchi, Venezia 2010), i ricercatori dell'Università Iuav di Venezia hanno approfondito, dettagliato e sviluppato diversi aspetti del tema precedentemente indagato. On mobility 2 presenta tali sviluppi che consentono di avanzare un insieme di ipotesi interpretative della situazione veneta, del suo sistema infrastrutturale, delle sue probabili evoluzioni e del carattere dei progetti che dovrebbero investirlo.

ABOUT THE AUTHOR
Alessandro Coppola svolge attività di ricerca presso il Dipartimento di Architettura e Pianificazione del Politecnico di Milano, dove insegna presso la Scuola di Architettura e Società. È stato International Fellow in Urban Studies presso la Johns Hopkins University di Baltimora. Oltre che per riviste scientifiche e disciplinari, ha scritto per "Il Manifesto", "l'Unità", "Aspenia", "Rassegna Sindacale" e "Lo Straniero".

Gli effetti diretti della crisi economica globale sulla vita delle città hanno modificato profondamente le condizioni del progetto urbanistico, incidendo sia sulla prassi amministrativa che sulle consuetudini tecniche più consolidate. Eppure queste nuove condizioni rendono il progetto per la città non solo ancora possibile, quanto profondamente necessario.
La prima essenziale responsabilità del progetto consiste nel riconoscimento selettivo delle risorse esistenti, nella valutazione della loro disponibilità al cambiamento e adattamento e ad essere trattate come elementi centrali di riorganizzazione e di ricomposizione della città.

L'esperienza del Piano di Governo del Territorio del Comune di Cernusco sul Naviglio, restituita dagli autori attraverso i principali passaggi tecnici, racconta di come in questa prospettiva, il progetto urbanistico abbia interpretato la scarsità di risorse come un'occasione per riorientare le scelte politiche e amministrative, per governare il cambiamento con realismo senza rinunciare ad una visione strategica d'insieme della città.

ABOUT THE AUTHORS
Antonio Longo (Milano 1966), architetto, è ricercatore di progettazione urbanistica e territoriale presso il Dipartimento di Architettura e Pianificazione del Politecnico di Milano, dove è docente presso la Scuola di Architettura e Società. I suoi interessi di ricerca sono centrati in particolare sul disegno urbanistico, sul progetto degli spazi aperti e del paesaggio, sull'innovazione delle forme del progetto.
Alessandro Alì (Catanzaro 1968), architetto, svolge atività di progettazione urbanistica e architettonica a Milano, occupandosi in particolare di piani comunali, progetti di paesaggio e infrastrutture. Ha collaborato alla progettazione dei piani di Bergamo e Venezia e ha sviluppato numerosi progetti urbanistici per piccole e medie città italiane.

Urban Ecological Design presents an interdisciplinary method of transforming urban spaces that considers issues of ecology and sustainability alongside urban form. Rather than offer a prescriptive approach, the authors describe a "process model" that has been developed and tested over time. They illustrate the different stages of the desing process using theories, techniques, images, and case studies that will inform any urban design project.

"As the purposes of the book we seek not to define the field of urban design but, rather, to present an interdisciplinary process. Our goal is not to explain how to design a specific city precinct of public space but to describe steps to help transfom these spaces into inviting and sustainable urban places. We propose a process for urban design called the not-only-one-solution process."

ABOUT THE AUTHORS:
Danilo Palazzo is Associate Professor of Urban Planning and Design at the Politecnico di Milano, Italy. His books include Sulle spalle dei giganti (Franco Angeli, 1997), Transforming the Places of Production (Olivares, 2002 with Fossa, Lane, Pirani), Urban Design (Mondadori Università, 2008). He recently wrote an essay for the Companion to Urban Design (Routledge, 2010).
Frederick R.Steiner is the dean of the School of Architecture and Henry M. Rockwell Chair in Architecture, The University of Texas at Austin. He has worked with local, state, and federal agencies on diverse environmental plans and designs. Steiner has published numerous articles and books. His most recent books include Design for a Vulnerable Planet (2011), Planning and Urban Design Standards (Student Edition with Kent Butler, 2007), The Essential Ian McHarg: Writings on Design and Nature (2006), and Human Ecology: Following Nature’s Lead (2002).

This book investigates the process of change in some European neighbourhoods, either newly and purposely built, or redeveloped from ashes. The book tries to offer evidence of many varied and complex paths of change, far from the mainstream simplified models of general urban evolution. The piecemeal production of new additions to cities, as well as the process of incrementally reconverting old places and urban segments, we argue, proceeds in fact on twin tracts: structural change and internal evolution, therefore discourses and combined practices are to be considered together. “Changing places” is composed of a series of different case studies, all investigating the change of European neighbourhoods in the last twenty year.

All the cases investigate places in a process of consistent transformation. The rate and nature of change, however, is diverse. The book focuses upon local change, while most of city transformations are due to non-local reasons. As is well-known, the restructuring of the economy has hit cities sparingly. Some cities are on privileged ground because of size and political weight, and have been able to develop independent development policies, often supported by ambitious strategic visions. Through overwhelming rhetoric, urban “visions” have lately gained influence on public opinion and policy making.
This collection of case studies questions the nature of urban rhetoric, and explores individual neighbourhoods through rich, “thick” descriptions of their present situation and their development story.

Marco Cremaschi, Associate Professor of Urban Policies at the Roma Tre University, Department of Urban Studies. He is the president of Planum, a network publishing the European Journal of Planning online. He has published extensively on housing, urban policies, and the European Union initiatives for the regeneration of cities.
Frank Eckardt, Professor for urban sociology at the Bauhaus-University Weimar, coordinator of various international, national and regional research projects, has written on different subjects of urban sociology, urban planning and related fields.

"I ritmi di una città e i modi nei quali le pratiche sociali e i caratteri originari si incontrano sono il fulcro del racconto e della rappresentazione di tre esperienze di descrizione di territori della regione urbana milanese (Lodi, Gallarate e Paderno Dugnano) con uno sguardo insieme spaziale e temporale. Le chiavi di accesso utilizzate per questa interpretazione densa della città contemporanea rimandano agli orari di lavoro, ai tempi obbligati e ai tempi scelti, ai nuovi stili di vita e di consumo, alle popolazioni, al quotidiano, all’abitare mobile, per giungere ai possibili elementi della partitura dei ritmi urbani.
Due sono le ragioni di un ripensamento e di una riproposizione di queste che sono insieme “descrizioni di territori” e “descrizioni per un progetto”. Da un lato, mettere a disposizione materiali per “aggiornare” le analisi preliminari degli strumenti di governo del territorio e le fasi progettuali dei progetti urbani. Dall’altro lato, segnare una stagione di declino dell’agire per micro-azioni locali delle politiche temporali urbane e rilanciare un potenziale di comprensione e interpretazione di problemi irrisolti dell’abitare contemporaneo, attraverso i ritmi urbani".

"Parlare di ritmi rimanda in prima istanza alla musica e nello specifico alla relazione che intercorre tra suoni e loro durata che, se in una visione classica alludeva ad un universo armonico e ordinato, «oggi (...) tende a considerare che il ritmo rappresenti un fecondo punto di accumulo di elementi contradditori: quantità e qualità, struttura e soggettività, ripetizione e differenza. Nell'espressione musicale moderna, in particolare, il ritmo non è più considerato una ripetizione ordinata, ma piuttosto un "disordine capace di instaurare un ordine proprio"» [Gasparini 2009, 92]. Il ritmo così considerato ci consente di trovare concordanze, dossonanze e conflitti tra i fenomeni più diversi, in quanto elemento di stabilità dinamica. (...) Così la sensibilità ai ritmi, traslata nell'ambito di un'operazione di descrizione urbana e territoriale, mi sembra metta in campo una modalità confacente alla contemporaneità, per la quale siamo alla ricerca di strumenti di comprensione".

Marco Mareggi, architetto, è dottore di ricerca e insegna alla Scuola di Architettura e Società del Politecnico di Milano. Svolge attività di ricerca, di consulenza e di formazione in Italia e all’estero per pubbliche amministrazioni, università e istituti di ricerca. Si occupa di analisi e progettazione urbana spaziale e temporale, progettazione di politiche temporali urbane, gestione di processi decisionali di governance e multipartner, analisi delle politiche pubbliche e governo del territorio. Ha accompagnato la stesura di diversi piani territoriali degli orari per città italiane. Tra i suoi testi principali: Politiche temporali urbane in Italia (Alinea, 2000), Nuovi tempi della città per la qualità della vita (Guerini, 2004). E’ autore di saggi pubblicati su riviste nazionali e internazionali.
