The Directorate responsible for planning at the Dutch Ministry of Infrastructure and Environment is encouraging young planning professionals to provide new ideas on the forms, methods and possibilities in spatial planning needed to face present-day challenges facing our human settlements.

AWARD THEME
Since 200 years, urbanization has been almost continuous and the processes of growth have prevailed globally. Nevertheless, during the last decade, another trend has emerged in Europe: not all cities are growing, and many face the prospect of a long-term stagnation and a process of (demographic) shrinkage. The shrinkage, such as growth, involves profound changes of the principles of urban planning perspectives and models of intervention in the territory. The institutions have so far been able to react to the effects of the shrinkage but not to plan proactively in order to turn the decline into an opportunity.
The aim of the competition is to find and evaluate new tools for spatial planning, collecting research and projects about planning on the specific aspects of the shrinkage and with a multidisciplinary and integrated approach.

AWARDS
There will be a maximum of five prizes, consisting of free registration at the EUSS, reimbursement of travel and accommodation costs and a small cash prize. The prizes will be awarded during the European Urban Summer School organized by AESOP, ECTP-CEU, IFHP and ISOCARP at the University of Westminster, School of Architecture and Built Environment, London UK in September 2012. The prize winners will be invited to present their work during the opening days of the EUSS.

The aim of the Summer School is to bring together young and established planning and design professionals from all over Europe (and further away) and both emerging and experienced academics to develop a better understanding of some of the most pressing contemporary issues related to the built environment and to amplify and strengthen the links between planning- and design-relevant research and professional practice.
In our times of rapid change, young planners and professionals involved in the processes of urban transformation must develop and adopt new and more holistic approaches to planning and design in order to engage with an increasingly urban world in a meaningful manner and to propose creative interventions that go beyond the immediately physical.

Participants and workshop location
Participants in the EUSS will work and test their ideas on the case of a ‘deprived’ East London ward surrounded by highways and railway lines and located in-between central London, the Canary Wharf Estate and the Olympic site: Bromley-by-Bow. This is a contested urban territory typical of London, with many aspects of social inequality manifested spatially and socially. Sixty-one percent of households in this area are from ethnic minorities (particularly immigrants from Bangladesh); 43% of people aged 16-74 have no qualifications; unemployment is at almost three times the national level; almost 70% of tenure is council housing/housing association. The area features almost five times the national level of overcrowding and residents exhibit exceptionally poor health. Spectacular event architecture, hastily refurbished façades in anticipation of international visitors and the everyday reality of historically neglected East London all offer the context for EUSS explorations: a charged territory awaiting the engagement of young planning and design professionals and their proposals for intelligent, creative interventions.

FORMAT
Facilities for lectures and workshops, working space and internet access for up to 60 participants will be provided at the University of Westminster’s recently refurbished Marylebone Campus. In order to facilitate communication with the local community in the study area (Bromley-by-Bow), workshops and events will also take place in the Kingsley Hall community centre during weekends.

APPLICATION PROCESS: TUTORS
Experienced professionals and academics can apply to teach and tutor at the 3rd European Urban Summer School. The organisers will cover the costs of travel and accommodation. Prospective tutors can apply by submitting a CV and a short outline of a lecture or workshop around planning, design or research that they could offer at the EUSS via email to scarcetimeseuss@gmail.com. The electronic application process will close on 31 May 2012. Selected tutors will be notified by 5 August 2012.

APPLICATION PROCESS
Prospective participants – young planners – can apply to the 3rd European Urban Summer School by submitting their response to the following task:
• Identify one instance of ‘scarcity’ in the context of the built environment and propose a physical or process-related solution.
• Issues and responses may be presented as text, drawings, photographs, videos or in any other desired form. The electronic application process (via email to scarcetimeseuss@gmail.com) will close on 31 May 2012. The selected participants will be notified by 15 June 2012. The participation fee of 200 GBP payable upon registration, will cover teaching and teaching materials (not travel or accommodation).
• The best entries will earn free participation to the EUSS and some additional prize money

The EU Intensive Program is promoted and coordinated by Prof. Massimo Bricocoli (DiAP, Politecnico di Milano, Milano, Italy) and is funded by the EU Erasmus Initative. The program consists in a full time 2 weeks multidisciplinary workshop on the issue of demographic change and its impact on urban change.
After a first edition focusing on the impact of ageing on urban development (Trieste 2010) and a second dedicated to the effects of immigration (Vienna 2011), the third edition of the DEMOCHANGE Intensive Program will take place in Cluj, Romania from August 28th to September 12th 2012. Romania has been chosen as a national context which has been experiencing in the last years intensive flows of emigration. The field work will be developed in Cluj, a major city which has been undergoing intensive urban change.

The workshop will involve 30 students and International Faculty staff from 6 different universities with different backgrounds in architecture, urban planning, sociology:

CONDITIONS AND ELIGIBILITY
Eligible students must be enrolled in the Master of Science in Architecture or in the Master of Science in Urban Planning and Policy Design.

APPLICATIONS AND DEADLINE
The selection will be based on the evaluation of the application consisting of:
• a curriculum vitae (max three A4 pages, with photo)
• a letter of motivation (max two A4 pages);
• a portfolio of relevant activities (max ten A4 pages)
• a certificate of exams indicating grades and study plan

The ARCHIP Bridging Prague Summer Workshop is a three-week intensive study and life experience, based in Prague, Czech Republic. Participants will propose architecture and planning urban interventions onto the iconic Vlatava Riverbank, one of the richest historic architectural environments in Central Europe.
Through urban analysis of existing conditions and the context, students will propose an appropriate contemporary intervention(s) responding to scale, massing, materials and the existing cultural context of Prague.

The workshop will start with an intensive historical and contextual site analysis, led by respected Czech historians, urban planners and architects. At the end of the first week, participants will choose a specific site and will develop a personal intervention, which could be architectural, site or landscape-based. There will be a guided component of the program, where students will study other iconic urban, architectural and historic sites in Prague.

WORKSHOP OBJECTIVES
The foci of Bridging Prague will be threefold:
I. To encourage critical analysis of traditional European urbanism and architecture and the implications and effects of modern interventions.
II. To work in a multi-disciplinary context to encourage a holistic approach to urbanism. Collaboration with reSITE and UrbanACT participants and the Prague city municipality will be incorporated as much as possible.
III. To provide “real world” solutions for the address of the Vltava River banks, with an eye to the long-term planning goals for the city to better address use of public space and pedestrian mobility along the river.

The aim of the workshop is to propose a master plan for re-organizing the open spaces in the Trebbia Valley district, an historic corridor between Piacenza and the Liguria Region. Particular attention will be paid to environmental issues and open spaces, in order to reach high levels of livability and integration among the urban requirements and the distinctive traits of this valley.

About the theme of the open spaces, the workshop includes three main sections:
1. The design of open spaces between historical heritages and new infrastructure along the river, in the lower and middle valley;
2. the enhancement of the banks and river flood zones in relation to pre- existing natural, historical and rural culture of the valley;
3. The design of open spaces, public and private, between the river and the historic centers.

The organization of the workshop includes:
- an introductory seminar on the theme of the design of open spaces in a valley area;
- some lectures oriented on the main specific issues (as local planning tools, landscape, agriculture, urban history of the Trebbia valley) and on design cases;
- site survey managed by tutors and guided visits;
- workshop activities with tutoring;
- meetings with public administrations and local actors;
- a public presentation on the final outcomes of the workshop, which will also be attended by local government officials, scholars and teachers.

• The participation is open to the students of the Faculty of Architecture of Politecnico di Milano and to Italian and foreign students of Architecture, Planning, Urban Planning and Geography.
The workshop will issue to each student an official certificate of participation and will admit to the students of the Politecnico di Milano 4 cfu (formal university credits).
For the other schools the reorganization of the credits is related to the regulations of each didactical secretary.
• The workshop will be conducted in workgroups, taking care to integrate foreign with Italian students, and under the supervision of tutors. The official language of the school of the International workshop is English.

The aim of the international conference is simultaneously exploring and questioning the role played by urban planning, design, and policies in the continuous urbanisation processes affecting the so-called ‘global South’. The Conference aims to explore the difference between ‘standard’ and ‘alternative’ strategies of transformation – especially investigating the relationships between the visions of policy-making, and the transformative agency of everyday urbanity.

As such, the Conference targets urban researchers coming from the backgrounds of planning and urbanism, architecture, design theory, and geography – and welcomes both theoretical reflections and academic perspectives, and case- study related practices and insights.

BUCHAREST | FUZZY URBANISM

• Bucharest SummerLab will attempt to spell out the immanent contradictions of the city’s fuzzy development, interpreting the present tensions and conflicts and offering an alternative possibility of transformation: the clashing interests on the site of the new Cathedral and their possible alternatives will become the metonym of a possible wider urban strategy, attentive of the many heterogeneous realities of the city aimed at writing a new common narrative for its urban fabric.

ZURICH | LIMINAL CONTOURS

• Zurich SummerLab will ground itself in this micro region of Zurich, investigating the thresholds of suspect activity, and the resulting spaces that manifest through the existing drug trade, its interplay with various forms of prostitution and a multi-cultural demographic. We wish to seek and develop, through the employment of critical site mapping and socially creative analysis, strategic design interventions that question and address the current trends of urbanism in these somewhat “outsider” districts.

• Rome summerLab will navigate into this gated archipelago, exploring also its interstitial spaces through a transurbance experience. Along with a few important examples of social housing in Rome, including the famous Corviale, several squat-occupied spaces will be visited, meeting their inhabitants and trying to interpret their personal and collective visions. The participants will be asked to work and develop design oriented responses at different scales.

DPU summerLab seeks to establish a unique rotating platform for in situ immersion and experimentation in urban environments where the boundaries of spatial agency are actively tested, hinging upon critical analysis and spatial knowledge development targeting undergraduate and graduate students as well as emerging professionals in design, architecture and planning. The workshops offer a vital testing ground for the resolution of spatial interventions with local socio-economic trends alongside embedded political contexts.

LABEX Urban Futures is a federation of 13 research institutes focused on planning, architecture, the environment and transport, it is located in the eastern part of Paris metropolitan area and it was created in 2011 April. Its creation was driven by the fact that many of the major challenges facing the cities of tomorrow span several disciplines.

The Urban Futures inaugural international conference will focus on four core cross-disciplinary areas of research that the federation is committed to developing. There will be promoted different call for papers according to four areas of research:

• Call for paper n.1
Metropolises and metropolitan planning:what innovative dynamics
The rationale behind territorial development and the circulation of knowledge brings into play complex interactions between economic trends and social transformations. More generally, it involves changes in the means of projecting, planning and producing the physical aspects of cities. Approaches and practices are changing scale and becoming more transversal.

• Call for paper n.2
Urban activity and the environment: developin new models
In the field of modelling exist similar concerns according to the first specific theme. The challenge today is to acquire the means to design more integrated approaches. Cities of tomorrow will also face two major challenges: how to deal with new forms of vulnerability and inequality on the one hand, and the challenge of becoming more resource-efficient.

Cities for everyone: new vulnerabilities, new forms of governance
With regard to new types of vulnerability and inequality we should first note that in Europe access to urban amenities is easier in city centres, where environmental policies are also most prevalent. Future mobility conditions could accentuate the divide between reclassified city centres and peripheral spaces where energy poverty could converge with economic insecurity. On a larger scale, exposure to natural risks often accentuates social vulnerability.

Which urban services and infrastructure for ressource-efficient cities? Changing socio-technical paradigms
In terms of resource-efficiency it is obvious that even if multiple technical solutions are found, their implementation will require new socio-technical paradigms. "Planning and Ageing: Think, Act and Share Age-friendly Cities” is the topic of the next conference organized by CITTA - Research Centre for Territory, Transport and Environment, held at the Faculty of Engineering of the University of Oporto on the 18th May, 2012.

THEME OF THE CONFERENCE
The Conference will emphasize the importance of planning for the ageing, a topic that fits the adoption by The European Parliament of ‘2012’ as being the European Year on Active Ageing and Intergenerational Solidarity. It will address the population change and new demands to communicate and serve the entire citizenry. Experts need to guide policies and processes to achieve better results in the planning of services and infrastructures not only for the elderly but also for all ages; changing patterns of behaviour, life-style and expectations of new generations of older people should be taking in account.

CALL FOR PAPERS
The one day programme of the CITTA 5th Annual Conference on Planning Research comprises an opening session, plenary sessions and parallel thematic session. Ketnote speakers will participate in the plenary sessions.The parallel thematic sessions will include selected papers. The papers are welcomed on the following topics:

SYMPOSIUM PERSPECTIVE
The Symposium "Middle-class Housing in Perspective" aims to investigate the shaping of the residential buildings and complexes built for the middle classes during the second half of the 20th century in different urban and national contexts, putting them into perspective with special focus on how they are transformed by and/or resistant to the present urban condition.The goal is to collect and compare research and case studies with particular attention to the role played by the “architectures for the middle classes” in the development and growth of 20th century cities.

SYMPOSIUM THEME
During the second half of the 20th century, the middle classes played a fundamental role in the growth and transformation of cities. Specific residential models that were developed to meet their housing needs and social and domestic aspirations significantly contributed to shape the urban built environment. Homes, residential buildings and neighbourhoods built for the middle classes mirrored the urban and political changes of the time. They constituted the focus of planning policies and they also played a key role in the definition of spatial imaginaries that were associating the urban middle classes with a certain set of lifestyles, dwelling practices and consumption habits.
Today, these architectures and urban sectors raise questions about their adequacy with respect to the populations who occupy them and about the role they can play within a contemporary city. In this sense new relations are arising between social groups and residential space generating practices nd processes of metamorphosis that are influencing major parts of our cities, and suggest new scenarios concerning the future of this housing stock.

The Program Committee seeks submissions for panels, roundtable discussions and individual papers on all aspects of urban, suburban, and metropolitan history for the Sixth Biennial Urban History Conference in New York City. The UHA Program is pleased to announce that Columbia University will serve as the local host for this year’s conference.

The papers have to explore the theme of the Cosmopolitan Metropolis. This encompasses issues of ethnic and social diversity and economic and cultural globalism in the richly varied metropolises of the United States and the world. The contributions have to pertain to all types of metropolitan history not only in North America but in Latin America, Europe, Asia, Australia, and Africa.
• Complete panels and individual papers are also welcome.
• Please designate a single person to serve as a contact for all complete panels.
• For traditional panels, include a brief explanation of the overall theme, a one-page abstract of each paper, and a one or two page c.v. for each participant.
• Roundtable proposals should also designate a contact person and submit a one page theme synopsis and a one or two page c.v. for each presenter. All those submitting individual papers should include a one-page abstract and a one or two page c.v.

As part of the conference the UHA will organize workshops for graduate students writing dissertations in urban and suburban history. Students who have written a prospectus and who wish to participate in a workshop should apply with a two to four page letter of interest.

40 anni dall’attivazione del corso di laurea in Urbanistica a Venezia

L’11 marzo 1970 venne ufficialmente istituito il Corso di laurea in Urbanistica presso la Facoltà di Architettura dell'Università di Venezia.La decisione è l’esito dell’impegno convinto e appassionato di Giovanni Astengo e prende forma in un ambiente di riflessione e sperimentazione didattica il cui prestigio in campo internazionale è unanimemente riconosciuto: lo Iuav di Giuseppe Samonà.
A quarant’anni da quell’evento, la Facoltà di Pianificazione del territorio, in un clima di ampio dibattito sulla riorganizzazione dell’Università, di “rifondazione” dei corsi di studio, di consapevolezza della crescente complessità delle questioni, degli approcci e dei metodi di governo del territorio, promuove alcune iniziative pubbliche a sostegno della riflessione in atto.
È l’occasione per un confronto con interlocutori diversi: gli ex studenti, a partire dalla loro storie professionali; alcuni attori importanti nel governo della città e del territorio; istituzioni pubbliche e private; le scuole di planning italiane ed europee; le riviste di settore.
È un’opportunità per valutare le esperienze pregresse, per intercettare nuove domande provenienti dalla società e prefigurare soluzioni e percorsi innovativi.

TEMA DELLA CALL
Bando di Call internazionale finalizzata alla organizzazione di una mostra e di un convegno che si terranno nei mesi di settembre e ottobre 2012.
La Call è divisa in due settori, rispettivamente finalizzati a individuare:
1. Progetti di architettura realizzati negli ultimi 10 anni o in corso che costituiscano un contributo alla definizione di strategie di valorizzazione di luoghi dal passato industriale o produttivo;
2. Ricerche svolte negli ultimi 10 anni o in corso che affrontano le tematiche della progettazione architettonica e paesaggistica in rapporto al recupero e alla valorizzazione del patrimonio storico- culturale legato alle attività produttive e ad una rigenerazione sostenibile dei diversi paesaggi post-industriali.

DESTINATARI
La prima sezione è rivolta ad architetti e professionisti che abbiano progettato e realizzato interventi di riqualificazione e rigenerazione di luoghi, nei quali sia rilevante il confronto tra l’architettura contemporanea e la “dimensione archeologica” di paesaggi connotati da processi di produzione, indipendentemente dall’epoca e dalla cultura a cui questi fanno riferimento. I progetti dovranno mostrare la loro interrelazione con specifiche “archelogie della produzione” che siano riconoscibili come parti strutturanti della città o del paesaggio.
La seconda sezione è rivolta ad unità di ricerca o ricercatori individuali provenienti da Università sia italiane che estere, oltre che da centri di ricerca riconosciuti in ambito nazionale o internazionale.

ESITI
Una giuria composta di esperti esaminerà le proposte pervenute e procederà alla selezione di 20 progetti da esporre in una mostra che avrà inizio nella seconda metà di settembre presso l’Università Iuav a Venezia, per concludersi in occasione del convegno internazionale il 18 e il 19 ottobre 2012.
Contestualmente la giuria costituita dai componenti dell’unità di ricerca “Architettura e Archeologie dei Paesaggi della Produzione” esaminerà i fascicoli delle ricerche. Le persone e/o i gruppi selezionati potranno partecipare al convegno internazionale in qualità di relatori.
Sia i progetti che le ricerche saranno oggetto di pubblicazione a stampa e/o in edizione digitale.

La giuria che esaminatrice dei progetti sarà composta dai professori:

L'evento fa parte del ciclo di conferenze internazionale "Vivere e Camminare in città", che da diciannove anni a questa parte affronta diversi temi relativi alla qualità della vita in ambito urbano.
Quest’anno in tale conferenza si approfondirà il tema della accessibilità urbanistica proponendo riflessioni utili inerenti la città contemporanea e i profili di mobilità che la caratterizzano.

TEMA DELLA CONFERENZA
“Culture e tecniche per l’accessibilità” si inserisce tra i temi di interesse prioritario per l’UE. dove, da un lato, vi è grande attenzione alla ricerca innovativa relativa a “trasporti intelligenti, ecologici ed integrati” e, dall’altro, si ritiene fondamentale il miglioramento della qualità della vita attraverso il consolidamento e la promozione di “società inclusive, innovative, sicure”. Nella Conferenza internazionale di quest’anno si evidenzia l’obiettivo di porre al centro della discussione e del dibattito culturale l’accessibilità urbanistica ai luoghi indipendentemente dalla scala (territoriale o urbana) attraverso la presentazione di ricerche, progetti, esperienze e buone pratiche.
La manifestazione, rivolta a ricercatori, progettisti e tecnici, vuole essere occasione di riflessione sulle prospettive future degli insediamenti umani, ponendo attenzione sull’importanza di azioni di pianificazione integrata di processi di trasformazione del territorio.

Il dibattito della conferenza verterà sui seguenti temi:
1. “Realizzazione delle grandi infrastrutture di trasporto e accessibilità urbanistica”
2. “Cultura e progetto dell’accessibilità come strumento di inclusione sociale”
3. “Accessibilità urbanistica e sistemi di trasporto innovativi”

Gli autori sono invitati a proporre per il convegno solo contributi inediti sui temi precedentemente menzionati.

The cycle of conferences “city portraits” is a project launched by the IUAV school of doctorate studies, with the objective of having a thorough insight into the city from a variety of disciplinary perspectives: architecture and planning, literature, visual arts, cinema, etc.. so as to document and narrate as much as possible of its complexity.
The first conference was dedicated to Beijing, followed by conferences on St. Petersburg, Sao Paolo and the upcoming conference which will take place at Istanbul.

THEME OF THE CONFERENCE
Jerusalem is the heart of the three monotheist religions a small city hosting hundreds of religious structures and ancient archaeological heritage pertaining to the three religions, can it be divided or should it be kept united? What is the role of the pilgrimage activities in the city? How pilgrims perceive Jerusalem? Sacred spatial conflict and alternative narratives, religious minorities spatial habits and interactions, and Jerusalem’s contested scared spaces as World Heritage Sites are all topics relevant to the proposed theme.

CONFERENCE PROGRAM
Jerusalem city portrait will offer on the first day two main sessions composed by some lectures.
Morning session: “Space Narratives”
will introduce a historical and contemporary background about Jerusalem's architectural, planning and archaeological identity.
Afternoon session: “Space Users and their Interactions in Jerusalem”
will provide a wider picture about spatial habits and interactions in Jerusalem.

The second day is dedicated to PhD candidates and young researchers who have developed original studies or projects about the theme of Jerusalem: sacred city as a place of encounter, pilgrimage as a circulation territory.

SUBMISSION FORMAT
PhD candidates and young researchers interested in presenting a poster should submit an abstract of maximum 300 words in English by March 9^th 2012. Abstracts should be sent via e-mail.

MAIN THEME
Regions and cities are increasingly interdependent; economically, socially and environmentally. They are, for example, becoming more reliant on interregional flows of trade, labour and resources.

Patterns of interactions between regions are experiencing rapid changes as a result of dramatic shifts in production and consumption patterns, advances in communication technologies and the development of transport infrastructure. These changes pose many challenges for the analysis and management of regions. They are also leading to new patterns of activities and relationships and new forms of clustering and networking between regions.

At the same time, regions are becoming increasingly fragmented in many ways; economically, socially, environmentally and also politically. Classic forms of government based on clear cut arrangements between administrative levels, policy sectors and the public and private domain are no longer sufficient. The governance of regions faces multi-level, multi-actor and multi-sectoral challenges.

New spatial interactions at new scales demand new approaches for consultation and coordination. More flexible (‘softer’) forms of governance are beginning to emerge which seek to work around traditional governmental arrangements.

The result is a complex pattern of overlapping governance and fuzzy boundaries, not just in a territorial sense but also in terms of the role of both public and private actors. These new arrangements pose many as yet unresolved dilemmas concerning the transparency, accountability and legitimacy of decision-making.

The 2012 RSA conference in Delft provides a timely opportunity for participants to come together and reflect on the various strengths, weaknesses, challenges and opportunities of networked cities and regions within these different contexts of fragmentation.

Urban Europe - Challenges to Meet the Urban Future is the topic of the next conference of the EURA European Urban Research Association organized by the Department of Spatial Development, Infrastructure and Environmental Planning, Vienna University of Technology.

MAIN THEME
Cities are both drivers of economic, technological and organisational development and the places of remarkable social change. The Conference Urban Europe - Challenges to Meet the Urban Future reflects the actual urban situations and the main challenges and outlines outcomes and solutions.
The EU for long downplayed the role of cities in Europe for its economic, cultural and social relevance. With the program Europe 2020, the EU for the first time officially devoted its attention to cities. The Joint Programming Initiative (JPI) “Urban Europe” has a clear focus on urban areas as key elements for smart, sustainable and inclusive growth. However, this program has been technologically dominated so far and needs a more interdisciplinary approach from the broad field of social science.

The aim of the conference is to collect critical and practical relevant theses and results to stimulate debates on the European urban future. It particularly addresses the governance of cities who have to deal with contradictory challenges between economic competitiveness and social cohesion, technological aspects of energy management (‘smart cities’) and settlement growth, shrinking cities, increasing segregation and environment protection. There is a need for new forms of governance to integrate the increasingly different interests of heterogeneous urban societies and to come up with growth coalitions that combine competitiveness and responsibilities for balanced developments.

TRACKS
1. Aim, Process and Deficits of the Joint Programming Initiative "Urban Europe"
It is the first time that the European Union, trough the JPI Urban Europe, explicitly point out the role of European cities to be drivers of a sustainable development in Europe. The programme intends to intensify forward-thinking, long-term oriented research and innovation initiatives to shape urban development in Europe. The aim of the track is to critically reflect the development of the pilot phase.
2. Patterns and Driving Forces of Long-Term Urban Dynamics
Demographic change, climate change and institutional change (redistributing the tasks between the public sector, the market and the civic society) are only some of the most prominent megatrends that influence long-term urban dynamics. Beyond the need to overcome the knowledge gaps among cities the proper responses to megatrends and their specific local outcomes are to be analysed and debated.
3. Competitive and Inclusive Metropolitan Development and Governance
The dominant strategies of urban government is to concentrate their strategies and the ever smaller means on their most attractive areas and high skilled labour force, which pose a threat to socially cohesive and spatially inclusive metropolitan development, which give the challenge of smart urban development a more integrative tone.
4. Vulnerable and Resilient Cities
Vulnerability and resilience power for cities and urban agglomerations are related to two different levels, the more general level for entire regions and cities in fields of economy and environment aspects, while social elements become obvious in urban neighbourhoods and/or suburban settlement systems.
5. Metabolism of Urban Areas - Resource, Energy and Land Use
Growing cities and urban agglomerations are enlarging their resource use, which results in a stronger dependence on resource and energy inputs, based on renewable energy sources in cities. New strategies of resource efficient cities has to be developed, including new town and regional planning concepts, technological solutions and forms of participation.
6. Innovation Hubs and Living Labs
Creativity and innovation are seen as the glues for future urban development and cities ever had been the seedbeds of innovation for socio-economic progress, urban culture and civil society. But what are really the prerequisites of liveable cities and its innovative nodes and quarters?

On behalf of Epoka University, we are pleased to invite you to attend the First International Conference on Architecture and Urban Design, which will be held at Epoka University in Tirana, Albania on April 19-21, 2012. We expect an international audience of about 150 persons, including academics, practicing architects, urban designers, and planners. Abstracts must be submitted for review by January 15, 2012.

Over the past twenty years, Tirana, the capital of Albania, has evolved into a dense, compact, and vibrant city of almost one million people, full of shops, cafes, restaurants, music, colorful buildings, and street life. At the same time, it is choked with automobile traffic, its older façades are crumbling down, and the traditional housing stock is being eroded to make room for condominium buildings. Sustainable construction technologies are in their infancy. High-tech high-rise architecture is juxtaposed with small scale informal additions to communist-era housing units and pre-communist oriental and Western neoclassic homes. While there is much private wealth in the country, the public sector has limited resources. This set of circumstances makes Tirana a very interesting laboratory for architects and urban designers & planners, and an enjoyable place to visit.

THEME OF THE CONGRESS
The City of Gothenburg will host the 56th IFHP World Congress. The aim of the congress is to develop an understanding of different levels of urban development from a number of perspectives: the immediate environment, the city as a totality and cities on a global level. The Congress aims to examine the interrelationship between the social, financial and environmental dimensions of sustainable development. The primary focus will be on social sustainability with the overall theme The Inclusive City in a Global World, which will have two main focuses:
1. How can social planners and urban developers together with other bodies contribute to counteracting growing social segregation in our cities?
2. Many of the world's cities are about to embark on major urban transformation projects. For whom and with whom we are developing our cities and what are the new tools available to us?

SUBMISSION FORMAT
IFHP and the City of Gothenburg invite practitioners and researchers to present practice and research that can contribute with knowledge on challenges and problems, as well as potential solutions, embedded in the main theme of the congress: Inclusive Cities in a Global World. The language concerned is English.
The papers may concern approaches, methods and tools for planners, developers and other actors in urban development processes that can counteract social segregation and exclusion in cities.
Deadline for the submission of abstracts - maximum one A4 - is the 1st of February 2012.

La Giornata di Studi 1973 | Città e sviluppo propone di assumere il 1973 come oggetto di discussione: un carotaggio temporale sull’anno della crisi petrolifera internazionale. Il seminario muove da una prima constatazione: la città come luogo della rappresentazione più evidente di quella congiuntura. La città vissuta a piedi, in bicicletta, a cavallo, talvolta anche nelle manifestazioni più folkloristiche, è entrata con forza tra le immagini che documentano “la crisi”. Un punto di osservazione privilegiato sulle trasformazioni della società italiana, del mutare dei costumi e delle pratiche quotidiane e del tempo libero, delle forme di auto-riconoscimento sia in pubblico che in privato. Nonché esito spaziale di diversi processi economici e modelli di sviluppo.
L’attenzione intende inoltre rivolgersi all’emersione prepotente del discorso ecologista e ambientalista in Italia: da questo punto di vista il 1973 non costituisce un inizio, ma un punto di convergenza tra sensibilità di diversa provenienza che da lì in poi diventano più pervasive e che contribuiscono ad aumentare la consapevolezza sulla finitezza delle risorse e del pianeta, sui limiti della crescita e sulle sue conseguenze. Attraverso gli apporti e i contributi dei diversi relatori invitati - urbanisti, architetti, storici - la giornata di studio si propone di osservare questo punto di confluenza a partire dalla città e dalle continue forme di mediazione tra la formulazione e il riconoscimento di domande di benessere individuali e collettive che qui prendono forma.

This call is to stimulate original writing on the subject of best practices as innovative design guidelines for the open space network at metropolitan and local level. Sponsored by the Ateneo Italo Tedesco a 2 days seminar took place in Rome (5 - 6 December 2011) where Italian and German relators compared experiences. The debate has been lively and vivacious focusing public attention on outstanding projects and practises.To implement the debate a publication will be arranged editing the seminar statements but also including written works selected by an international jury.
The research team coordinate by Lucia Nucci and Esther Giani invite researchers at any level to participate at the call for paper.

RESEARCH BY RESEARCH
Over the past ten years the topic of open space network has generated many challenging and interesting discussions both inside and outside academia, and almost all programmes in architecture have been influenced by the theme. Despite the many discussions, it’s still hard to define what best practices for the open space network at metropolitan and local level is. In the more established research fields outside the creative disciplines, best practices to set liveable open spaces within urban areas or brownfield situations are neither directly overlooked nor openly encoded. Italy probably is slightly behind other countries such as Germany, France, United Kingdom, who seem more opened up for new types of collaboration between design professions and other related fields.

AIM AND TASK
The aim of the call is to stimulate research initiatives, and to communicate these initiatives as related to the broad scope of teaching and research.The call is open to all researchers at any level.
The research group calls for papers with the capacity to improve, challenge and enable a creative debate on architectural education related to the theme, best practices as innovative design guidelines for the open space network at metropolitan and local level. Both theoretically and practically oriented papers are welcome.

SUBMISSION FORMAT
Submissions may take the form of reports or critical reviews dealing with conceptual or methodological developments that make a significant contribution to the theme of the research.Documents must be in English or in Italian out of consi-deration for the jury’s work.Contributions should be sent electronically to the Organi-sing Committee in PDF format only.The length should be limited to 15,000 characters with spaces; illustrations must have a quality suited for electronic and paper publication. The identity of the author must be revealed in the PDF file.All material submitted should be original ie. neither published nor entered for publication at the time of entry, but also part of former publication. In the latter case it must be clear the reference. The Organising Committee will ensure that the contributions are sent to the jury. The material must have arrived at the Organising Committee no later than 20 February 2012.

TIMETABLE
The Call is divided into two phases. In the first phase, the submissions will be evaluated by the jury and 10-15 papers will be selected. By the end of 2012 these will be published on a print volume due to be edit by the research unit (second phase).The research unit will publish all the papers considered inherent to the theme on the webpage of Planum.

With almost half the world’s population living in cities, questioning the urban dimension of social inclusion and exclusion is imperative. Urban inclusion is increasingly influenced – and often constrained – by intertwined processes of economic globalization, state re-articulation, polarization and diversification of (local) populations and the political practices they add to the city.
Educational, health and environmental inequalities, segregation, unemployment, lack of political participation, discrimination and the inability to deal with different forms of participation are all phenomena of exclusion with a local dimension but a multi-scalar nature. At the same time, acting towards social inclusion is developed around ideas, knowledges, experiences, resources and capacities which are (dis)located across an array of arenas and distributed among different actors. While traditional concepts and practices of urban inclusion centred on institutions and top-down decision-making seem inadequate to tackle this complexity, new ones are often in their infancy and may be in tension with more established policies.

The Conference aims to understand and ultimately rethink social inclusion at the urban scale, as the product of broader dynamics and the interaction of different actors and languages. How can we trace, define, and challenge the new subtle forms of social and territorial exclusion, trying to reinvent urban inclusion as a meeting space between local governance efforts and bottom-up initiatives? Is it possible to think a novel approach to understanding these changing cities, using as a “lever” images of “the power of powerlessness” and the struggles against/within established systems?
Within this perspective, the conference welcomes contributions balancing description, explanation, and prescription, with the aim to contribute to an “ecology of knowledges” which could give visibility to new forms of collective action and community experimentation in reshaping cities in different contexts, in order to set the preconditions for a more solid horizon of social and territorial justice at both urban and extra-urban scales.

• Paper proposals should be received by 4 February 2012 and consist of: title, abstract (200 words maximum) and brief biography of author(s) of 150 words.
You will be notified about acceptance by 29 February 2012.
• We seek contributions that develop along one of the above thematic axes, coming from different disciplinary perspectives, both from the academic community and the social activism domain.

In occasione del Centenario della nascita di Ludovico Quaroni, tra i più importanti esponenti dell’architettura e dell’urbanistica del secondo Novecento, la Fondazione Adriano Olivetti, la Fondazione MAXXI e l’Istituto Nazionale di Urbanistica si fanno promotori di una serie di iniziative per ricordare questa illustre figura.

Il MAXXI ospita, nella Sala dedicata agli archivi del MAXXI Architettura, una mostra dedicata ad alcuni disegni del progetto di concorso per le Barene di San Giuliano a Mestre. L’esposizione presenta una selezione di materiali provenienti dal Fondo Ludovico Quaroni di cui la Fondazione Adriano Olivetti è depositaria. In occasione della mostra si terrà inoltre una giornata di lavori in cui sarà presentato il patrimonio del Fondo Quaroni e il relativo progetto di valorizzazione.

IL CONCORSO

Nel 1958 il bando del concorso nazionale per un quartiere residenziale CEP (Coordinamento dell’Edilizia Popolare) a Venezia-Mestre chiede ad architetti e urbanisti di cimentarsi nella costruzione di un nuovo quartiere in un’area di forte sviluppo industriale del triangolo Marghera-Mestre-Venezia. Il gruppo, coordinato da Ludovico Quaroni e composto da Massimo Boschetti, Adolfo De Carlo, Gabriella Esposito, Luciano Giovannini, Aldo Livadotti, Luciana Menozzi, Alberto Polizzi e Ted Musho, propone un progetto che per scala dell’intervento e linguaggio architettonico rappresenta una svolta significativa nella cultura architettonica e urbanistica di quegli anni.

IL PROGETTO

Il nuovo insediamento dialoga visivamente con la città di Venezia e la laguna, confrontandosi in modo inedito con la città storica: 47.000 vani per un comprensorio di 190 ettari addensati intorno agli emicicli del centro direzionale. Le “piazze” raggiungono ampiezze di 400 metri di diametro, con altezze che variano da 9 a 13 a 16 piani.

Gli schizzi e i disegni del gruppo di Quaroni sono dedicati, in particolare, allo studio degli emicicli del centro direzionale.

LE SEZONI IN MOSTRA

VISIONI URBANE/ La nuova città satellite si caratterizza per un’intensa vita e attività economica. Gli emicicli e le grandi piazze antistanti, con i bar, i ristoranti, gli imbarcaderi, sono gli elementi privilegiati della rappresentazione della futura città moderna. La lunga sezione sull’asse pedonale di una delle unità urbanistiche esplicita il metodo di progetto sperimentato: stabiliti i criteri per formulare tipi standard per la realizzazione delle attrezzature collettive e i caratteri generali delle abitazioni da realizzare secondo un sistema costruttivo modulare e flessibile, sarà l’architettura a definire “l’organismo strutturale (sociale e formale) di tutto il comprensorio”.

LA FORMA DELLA STRUTTURA/ Le infrastrutture delineano il perimetro della città e la attraversano. La città satellite risulta così divisa in due quartieri ovest ed est, e ciascun quartiere in tre o quattro unità, a loro volta suddivise in unità più piccole, seguendo il criterio della progettazione urbanistica coeva. Le singole unità della città satellite (da I a VII) sono il risultato di uno studio, in cui la ricerca sulle forme naturali di György Kepes – conosciuta da Quaroni in modo diretto – costituisce più di una semplice analogia visiva.

LA STRUTTURA/ Ciascun tipo edilizio è pensato per essere normato, eccetto i tipi A, F, G, J che possono essere utilizzati per gli edifici più visibili nello skyline urbano, destinati agli uffici e agli alberghi. Raggruppati in schemi – a grappolo, in linea, a piastra, a torre, a cerchio – rappresentano da un lato la “struttura base” della città satellite e, dall’altro, gli elementi chiave dell’approccio all’urban design del gruppo coordinato da Quaroni. I materiali della mostra provengono dal Fondo Ludovico Quaroni di cui la Fondazione Adriano Olivetti è depositaria. Il Fondo è conservato presso l’Associazione Archivio Storico Olivetti a Ivrea.

La pratica del riciclo come “uno dei massimi generatori di innovazione creativa”.

È RE-CYCLE. Strategie per l’architettura, la città e il pianeta, la grande mostra che il MAXXI Architettura dedica a uno dei temi principali del terzo millennio, quello del riciclo dei materiali di scarto.
In mostra oltre 80 opere tra disegni, modelli, progetti di architettura, urbanistica e paesaggio, in dialogo continuo con opere di artisti, designer, video maker, con ampi sconfinamenti verso produzioni musicali e televisive.
Il risultato è un viaggio interdisciplinare attraverso opere di natura e provenienza diverse, tutte però accomunate dal riuso creativo dello scarto.

LE OPERE

L’esposizione comprende sia progetti recentissimi, prodotti dalla nuova sensibilità ambientale che pervade il lavoro dei progettisti, sia esempi più consolidati o perfino storici, a testimoniare che il riciclo è una pratica connaturata al mestiere del progettista e dell’artista: dal plastico originale del progetto della High Line di New York, al disegno di Peter Eisenman per Cannaregio a Venezia, a quelli diSuperstudio sulla sopraelevazione del Colosseo; dalle immagini del Palais de Tokyo a Parigi di Lacaton & Vassal e delWagristoratore di Pietro Portaluppi in Val Formazza (Verbania), al modello dei Tunnel di Trento, trasformato in museo da Elisabetta Terragni; dalle foto del progetto di James Corner che trasforma una discarica in parco a Staten Island, NY, fino ai video con i riciclaggi di opere dismesse di Frank O. Gehry e Venturi, Scott Brown and Associates. Tra i ricicli “più creativi”, la sezione Music on bonespropone i dischi di Jimi Hendrix e altre rockstar incisi su radiografie mediche nella Russia della Guerra Fredda; uno straordinarioMAXXIblob di 1500 ore che verrà proiettato per tutta la durata della mostra; la parete in bottiglie riciclate in PET (polietilenetereftalato) con cui Miniwiz ha interamente rivestito il padiglione EcoARK a Taipei.

Ma il concetto di riciclo è indagato anche attraverso idee, parole, musica, oggetti e media di ogni genere.

INSTALLAZIONI

La mostra si espande all’esterno del museo con due installazioni site specific:

il progetto Maloca dei designer brasiliani Fernando e Humberto Campana (che giovedì 1 dicembre alle ore 21 incontreranno il pubblico in occasione di MAXXINWEB)
e il padiglione officina roma in materiale riciclato del collettivo tedesco.

Inoltre, nella Sala Carlo Scarpa, al piano terra, la mostra fotografica Permanent Error di Pieter Hugo: 27 scatti che raccontano attraverso ritratti inquietanti un’apocalittica, enorme discarica tecnologica in Ghana.

He is a graduate and a holds a doctorate of Vienna University of Technology and a honorary doctorate of Blekinge Institute of Technology at Karlskrona, Sweden. He is a Professor of Spatial Policy Systems in Europe at the Delft University of Technology, Honorary Member of the Royal Town Planning of Institute (1993) and of the Association of European Schools of Planning (2008). He published books on planning theory, Dutch and European planning, the latest ones on The Making of the European spatial Development Perspective: No Masterplan (2002, with B. Waterhout) and multi-authored volumes on Territorial cohesion and the European Model of Society (2007) and European Spatianl Research and Policy (2008).
A summary of this work has come out with Routledge under Cohesion, Coherence, Cooperation: European Spatial planning in the Making? (2010)

Tomas Hanell
He is one of the foremost experts on regional and local level indicators in Europe and has extensive experience of issues of planning to regional development and spatial planning in Europe, the Baltic Sea Region and Nordic Countries. He has co-ordinated and/or participated in a large number of international policy-oriented projects on a pan-European level.
He has good knowledge of relevant institutions within the field and a well-established personal network of policy makers and researchers. His clients include supra-national development organizations such as the European Commission, Eurostat, DG Regio, Commitee of Regions, the OECD, as well as the Nordic Council of Ministers, national ministries responsible for regional development and spatial planning in several European countries, numerous cross-border cooperation bodies, and a vast number of regional and local level development organisations. He is currently involved in developing a set of well-being indicators for the EU Commission.

The general theme of INPUT 2012 is Planning support tools: policy analysis, implementation and evaluation.
After two decades characterized by the blooming of methods, technologies, and applications, researchers are now facing the complex issue of selecting, adapting, and integrating appropriate tools for specific stages and tasks in planning. New technologies play a prominent role in the innovation of planning theory and practice, as they affect every phase of the process: knowledge building, preliminary studies, design, decision, implementation, and monitoring.

Scholars and practitioners are invited to submit their contributions on innovative experiences within the framework of the general theme and in the light of cross-cutting technology domains, such as GIS, models, geo-visualization, and web 2.0.
Prospective authors can refer to the following non-exclusive list of topics:

PAPER SUBMISSION, SELECTION AND PUBLICATION
Authors are requested to submit manuscripts written in English and edited following the Notes for prospective authors available on the Conference Website. A paper template is also available for download.
Full papers must be submitted no later than January 15, 2012, by uploading the paper on the conference website. In order to upload a paper, an account must be created first.
The selection of papers will be based on a double-blind review process. Accepted papers will be published in an international e-book with ISBN, provided that the author (or at least one co-author) has sent his/her proof of payment for the conference fee by March 20, 2012. A maximum of two papers per registered (co-) author will be accepted.

THE WATER "SHAPES" PROJECT
Climate change and the growing scarcity of water makes it increasingly urgent to reflect on the fundamental role of water sources. The principal aim of this project is to focus on the importance of water with regard to its use as well as its cultural and artistic significance.
The project's originality lies in the identification of water with the cultural heritage assets to which it is related, to be preserved and enhanced in their multiple aspects, from the symbolic artefacts to the settlement models it is has influenced.
Six partners from the Euro - Mediterranean region - Italy, Spain, Portugal and France – will contribute with case studies from their respective countries, identifying and analysing the most characteristic and representative examples selected over a period of time ranging from Antiquity to the pre-industrial era.
The themes of the case studies selected by each partner country are:
1. "Acqua Sacra": water worship in the ancient world (Spain)
2. Water-culture artefacts in the Braga Region (Portugal)
3. Toulouse, from the Garonne to the canal du Midi: water communication systems in relation to the urban history (France)
4. Water, production system and landscape change in the lake Bolsena area (Italy)
The project aims to:
• create a systematic approach for enhancing knowledge relative to architectural artefacts connected with water;
• increase awareness of the need to preserve and enhance tangible and intangible heritage assets connected to water.

Best practice in innovative design
guidelines for the open space network
at metropolitan and local level

The open space system is put forward again in recent masterplan schemes, whose strategic framework is characterized by continuity and chain paradigm. This has become a crucial component for the regeneration and integration of the inner and modern city with the contemporary urban fringe. The importance of this research field stems from the great availability in contemporary global cities, coupled with the abandoned land, left over space remaining from the settlement process. The questions addressed in this research deals with a number of issues. These are: first, the way these areas are associated to very different typologies and factors (real estate residues, minor roads, old railway routes disused, old valley lines broken, green rural residues, left over space after planning); second, how these are subject to improper use (warehouses, temporary vegetable gardens, improvised play areas, unauthorised parking lots, etc.) or inadequate use (green public spaces divided into town districts). Finally, how design tend to ignore these residual spaces or to use them in a fragmented vision of public and green spaces. Generally, the re-use of these spaces has been episodic. Its motivations were mostly connected to the centrality land values, as well as to the agents' contingent intentions, purely for densification purposes (to fill in gaps) or to protect the empty space. The hypothesis is to re-use these areas (left over space, abandoned land, brownfield site) to built green chains viewed not only as an ecological recuperation of the city's environment quality but also as an occasion to find space for the social aggregation and as an opportunity to give a unitary design and formal quality for the whole city and its parts. The research unit would like to give to Marghera case study, analyzed by the IUAV unit, a group of best practice in innovative design guidelines (functional mix, technological solutions, qualitative and quantitative evaluation methods, management for land reclamation,). These international examples are selected on the capacity: to contribute to the realization of the open space network at metropolitan and local level; to offer a set of design typology for different contemporary city context. The research focuses on: - the new significance of the urban open space, which uses the chain/network concept design of continuity/integration; - the role it can play as an urban regeneration and integration instrument, starting from the re-use of abandoned and left over space; - the real feasibility and efficacy, combined with its limits, of the general thesis and the first design experimentation on these themes. Rilevant typology of re-use to investigate are: - morphological hollow and deposit materials for naturalization project; - old river and canal for naturalization (ex. Boye System in Essen) and for leisure and sport activities - harbour for new waterfront (ex. Inner Harbour in Duisburg) - industrial path for the new urban pattern - old railways and mayor industrial infrastructure for linear park, or pedestrian and cycling network (ex. Munich and Aachen); - industrial manufactory in the inner city and industrial pattern for leisure/cultural buildings, for luxury residential neighbourhood and for social housing; - large pavement for permeabile space; - urban residual trees for urban forestry. Emscher Park is brownfields redevelopment, started in 1991, on a massive scale. Emscher Park lies in the Ruhr valley of northwestern Germany, once the heartland of Europe's steel and coal industries. With the restructuring of these heavy industries, derelict steel works and abandoned coal mining operations spread throughout the northern Ruhr region (high unemployment, environmental contamination,...). The State Government of NorthRhine-Westphalia created a regional redevelopment approach -- the Internationale Bauausstellung E.P.- International Building Exhibition EP/IBA. IBA is confronting the complex regional challenges of repairing the environmental damage left behind from these heavy industries, while also designing urban communities of the future. IBA has achieved in 10 year the ecological, economic, and urban revitalization of the Ruhr valley and the Emscher River through the creation of collaborative partnerships with local authorities, private industry, professional associations, environmental groups, and citizens. The aim of the conferences is to think at the Emscher case study as occasion to offer different tipologies of reuse . IBA EMSCHER REGIONAL PARK

La realizzazione del Parco Regionale e la rinascita del fiume Emscher avviata nel 1991 e' ad oggi il piu' importante e piu' riuscito intervento di riqualificazione di una vasta regione industrializzata. Con la ristrutturazione dell’industria pesante la Regione presentava numerose aree abbandonate ed inquinate. Il bacino della Ruhr aveva problemi di natura urbanistica, ambientale e sociale che sono stati affrontati e risolti dal governo regionale del Land-Renania-Westfalia con l 'istituzione della Società IBA Emscher Park S.r.l. (Internationale Bauausstellung E.P.- International Building Exhibition E.P).
La societa' ha coordinato gli interventi e la trattativa con le parti sociali interessate dal progetto di recupero. Il ciclo di conferenze vuole rileggere l'esperienza dell'Emscher Park, ampiamente documentata e presentata, alla luce delle tipologie di riuso degli spazi che questa esperienza offre alla letteratura sul tema.

PORTO MARGHERA
Porto Marghera Website

Porto Marghera, circa 2.000 ettari a ridosso di Venezia. Terra lagunare (barene, velme) colmata e resa "ferma" per costruirci manufatti e infrastrutture.
L'insediamento industriale è operativo dagli anni venti (progetto urbanistico del1917), di poco successiva è la "città giardino" di Marghera (P. E. Emmer). Dagli anni cinquanta Porto Marghera cominciò ad essere uno dei poli industriali più conosciuti del Paese; una delle prime produzioni fu il ciclo dell'azoto, precursore della produzione di fertilizzanti, dapprima per l'Agrimont, poi per Enichem Agricoltura.
Porto Marghera è trisitemente famosa per il Petrolchimico, ancora in parte attivo. Porto Marghera, è ben lungi dall'essere considerabile area dismessa"; certo, oggi nel polo produttivo di Marghera, alcune delle industrie di base storicamente presenti hanno esaurito gran parte della loro capacità propulsiva. La specialità dell'area portuale ed industriale e le complesse questioni che la riguardano, il suo ruolo nazionale ed europeo, la presenza di produzioni strategiche per grandi imprese multinazionali della chimica e dell'alluminio, un'infrastruttura portuale tra le più rilevanti in Italia, determinano un insieme di interessi ed attori vasto e variegato, ognuno con sua specifica competenza, se a questo si aggiunge che l'area, nel suo insieme, presenta consistenti problemi di prospettiva legati alla bonifica, si può ben immaginare non solo gli "appetiti" ma le grandi empasse, e le ragioni per cui l'ateneo veneto del progetto (lo Iuav) ne studia i molteplici aspetti da decenni.

II. UN ALTRO VALLONE MORANZANI.
PROGETTI VIRTUALI E VISRTUOSI

Il progetto che viene qui mostrato è nato da un intento “dimostrativo”: rappresentare il potenziale di conoscenze e competenze che il sistema universitario può mettere a disposizione della collettività nell’affrontare le problematiche del territorio; in particolare, la Facoltà di Architettura di Venezia come straordinario centro di servizio per la propria Regione.

Il fatto che non siano pervenute richieste per quanto concerne l'ipotesi di trasformazione considerata - la riconfigurazione del Vallone Moranzani - si presta a varie riflessioni, la più benevola delle quali può essere quella della scarsa abitudine, la mancanza di consolidate relazioni, che impedisce alle amministrazioni locali, al mondo delle imprese, alle istituzioni che operano sul territorio, di considerare quale interlocutore tecnico, culturale e anche politico il sistema universitario presente storicamente.
L’insieme di laboratori, di ricercatori, di studenti, di docenti, di specialisti, in breve l’enorme potenziale tecnico, scientifico e le vaste esperienze culturali internazionali, giacciono in posizione confinata, estranea ai processi di trasformazione in atto e solo raramente, episodicamente, in grazia di personali e generosi rapporti vengono, in misura circoscritta, impegnate.
Crediamo che questa responsabilità, gestionale, economica, sia innanzitutto uno snodo politico da considerare per il futuro.

In una fase storica che vede la competizione, a tutti i livelli — e quello interno al sistema universitario nazionale diventerà tra i più aspramente coinvolti — farsi pressante, non impiegare le risorse che la nostra Scuola può mettere in campo, a favore della comunità insediata, implica responsabilità non più eludibili. Che si tratti di responsabilità da condividere non vi è dubbio: l’Accademia, troppo a lungo appartata e intenta ad una autoreferenzialità sterile, non appagante e spesso involutiva, ha certamente colpe; ma la congiuntura critica, che investe in modo pervasivo ogni settore produttivo (compresi i distretti culturali) è l’occasione per un coinvolgimento che vede attivarsi nuove politiche sinergiche.
L’Innovazione e la Ricerca sono le ambigue parole d’ordine di possibili dinamiche dialettiche, ma non è su questo terreno che la nostra Scuola può rivendicare un proprio ruolo: il vero campo di confronto è quello della Qualità.
Nel riconoscere la scarsa comunicazione che, in un passato che ci auguriamo sia ormai alle spalle, ha caratterizzato l’istituzione universitaria nei suoi rapporti con la società civile, dobbiamo altresì sottolineare la sclerotizzazione che le amministrazioni locali hanno subito, nel ritenere il Progetto un momento secondario rispetto al complesso delle politiche di intervento; soprattutto nel ritenere di potersi affidare a un sistema collaudato (e oligopolistico) di strutture professionali, per così dire, organiche, in grado di assicurare tempi contratti alle “procedure del progetto”.

L'ipotesi da noi svolta, nell’unità di ricerca sopra indicata, nasce come occasione progettuale auto commessa, in assenza di qualunque input, al solo scopo di provocare una riflessione su di un tema certamente strategico, che richiede competenze interdisciplinari a livelli molto alti, certamente non rintracciabili in un contesto professionale, sia pure di alto profilo. Quello che si intende sottolineare è che l’Università non può e non deve sostituirsi alla professionalità presente sul territorio, ma deve però precederla: l’intreccio di saperi che è richiesto, in alcune occasioni di intervento, di trasformazione, è di tale ricchezza da non poter essere affrontato se non all’interno di una struttura pubblica, ove è possibile con immediatezza - e a costi contenutissimi (questa accentuazione va posta in massima evidenza) - tutte le necessarie competenze, ai massimi livelli disponibili, le informazioni, gli aggiornamenti e le strumentazioni più avanzate al servizio della pubblica utilità. A prescindere dal valore del progetto che presentiamo, il cui intento - come detto in premessa - è solo dimostrativo, ci auguriamo che sia possibile riportare al centro dei comuni interessi, tra la Scuola e la Pubblica Amministrazione, un proposito di collaborazione e di sinergia, di reciproco accreditamento, che possa evolversi positivamente restituendo motivazioni e interessi, in una pratica virtuosa che sperimenti modalità operative rimaste, purtroppo, fino ad ora quasi inedite.

Francesco Cellini

Francesco Cellini, Preside della Facoltà di Architettura, professore di Composizione. Dal 2001 è Presidente della Conferenza Nazionale dei Presidi di Architettura. Ha pubblicato, oltre a saggi ed articoli sulle riviste di settore, vari volumi e monografie di carattere storico critico (sull'opera dell'architetto Mario Ridolfi, su quella di Roberto Gabetti ed Aymaro Isola, ecc.) ovvero di carattere tecnico e didattico. Ha fatto parte della redazione della rivista Controspazio dal 1976 al1981 e tuttora fa parte del comitato di redazione di Casabella; è stato ed è direttore scientifico di collane editoriali. Ha curato, come promotore e responsabile scientifico, alcune importanti mostre di architettura e di arte, in particolare per la Biennale di Venezia. Ha una lunga attività professionale, costituita da più di duecento progetti, prevalentemente per opere pubbliche, commissionati da istituzioni, da alcune delle più importanti società di progettazione italiane, o ancora realizzati a seguito della vittoria in diversi concorsi internazionali e nazionali. Questa attività progettuale è pubblicata in numerosi libri e riviste (italiane e straniere) ed è stata esposta in varie mostre internazionali. Nominato accademico nazionale di San Luca per la sua opera di architetto, Francesco Cellini ha anche ricevuto, nel 1991, il premio internazionale della Biennale di Venezia e, nel 1996, il premio "Presidente della Repubblica".

Paolo Avarello

Paolo Avarello, Direttore del Dipartimento di Studi urbani (2009), è professore di Urbanistica presso la Facoltà di Architettura di Roma Tre, coordinatore del sezione dottorale Politiche territoriali e progetto locale della Scuola dottorale Culture e trasformazione della città contemporanea (2010). Insegna “Urbanistica” ed è responsabile del Laboratorio di Urbanistica 2 nella Facoltà di Architettura di Roma Tre. Ha svolto studi e ricerche sui rapporti tra produzione edilizia e pianificazione; sullo sviluppo in alcune aree del mezzogiorno; sull'attuazione dei piani urbanistici; sulla pianificazione istituzionale e l'azione pubblica; sull'housing in Italia ed Europa; sulle politiche urbane. Svolge attività di consulenza per Enti Pubblici, ha coordinato ricerche nazionali e internazionali. E' membro del Direttivo Nazionale dell'Istituto Nazionale di Urbanistica INU e ne è stato presidente per due mandati; è Direttore di Urbanistica (2007). Collabora con le riviste Edilizia e territorio e Guida agli enti locali del gruppo Sole24ore, per il quale dirige anche una collana editoriale.

Lucia Nucci

Architetto, è ricercatore in Urbanistica (2008), dottore di ricerca in urbanistica (2002), specialista in "Tecniche urbanistiche per le aree metropolitane" (2002). Ha conseguito il Perfezionamento in "Le nuove politiche urbane" (1998). Collabora con continuità, con contratti di insegnamento e come cultore della materia, al Laboratorio di Progettazione Urbanistica del Prof. P. Avarello, presso la Facoltà di Architettura di Roma Tre (dal 1998). Ha contratti di insegnamento per il "Corso di Fondamenti di Urbanistica" (Corso di 50 ore, I anno), presso la Facoltà di Architettura L. Quaroni -Sapienza, Corso di Laurea UE (dal 2005). Partecipa a ricerche internazionali (coord. dal Prof. Maragall, dalla Prof. Allen, dalla Prof. Vasconcelos) e nazionali (di Ateneo La Sapienza, di Ateneo Roma Tre, del MIT).
Privilegiato il campo di interessi nella riflessione teorica e nella pratica della disciplina urbanistica, l’attività scientifica, didattica e progettuale si è incentrata su tre temi preferenziali:
• la riqualificazione della città contemporanea attraverso la progettazione dello spazio pubblico;
• le politiche per la città contemporanea (sostenibilità, competitività e coesione sociale);
• la formazione universitaria e post universitaria dell’architetto-urbanista in Italia ed all’estero.
L’esperienza di ricerca è stata affiancata ed arricchita da esperienze di progettazione urbanistica nella loro dimensione tecnico normativa e progettuale. In particolare con la responsabilità diretta o in collaborazione nella redazione di Piani Regolatori Generali Comunali, di Piani di Area Vasta, di Progetti urbani e di Piani particolareggiati esecutivi in diversi contesti italiani.

Anna Palazzo

L'attività didattica tende ad inquadrare l'evoluzione dell'urbanistica come disciplina e come pratica, introducendo spunti problematici ed approfondimenti provenienti dal dibattito più recente. Si pone attenzione alle mutazioni dei caratteri e delle esigenze della società, con particolare riferimento al quadro culturale e legislativo, alle modalità di analisi dei caratteri fisici e dei fenomeni urbanistici ed alle forme di intervento sul territorio. Nell'ambito del Laboratorio di Progettazione urbanistica di cui è titolare (II anno della Laurea triennale), la metodologia progettuale applicata a un caso di riqualificazione urbana della periferia romana mira a traguardare la problematica dialettica tra continuità e innovazione stabilendo un corretto equilibrio tra luoghi e strutture insediate, attraverso il recupero dell'identità storica e morfologica del territorio, ma anche attraverso nuove attribuzioni di senso.

Giorgio Piccinato

Professore di Urbanistica. Dal 1970 al 1995 ha insegnato nell'Istituto Universitario di Architettura di Venezia. Dal 1992 al 1994 è stato presidente dell'Aesop (Association of European Schools of Planning). Direttore del Dipartimento di Studi Urbani dal 2003 al 2009.
Ha operato come consulente in vari programmi dell'Unione Europea e delle Nazioni Unite in tema di pianificazione urbana e territoriale, politiche per i centri storici, formazione professionale. Ha tenuto conferenze e seminari in varie università d’Europa, Asia, Africa, America Latina.
Ha scritto, fra l'altro: La costruzione dell'urbanistica. Germania 1870-1914, (Roma 1974, Wiesbaden 1983 e Barcellona 1993); Un mondo di città (Torino 2002); ha curato Città, territorio e politiche di piano in America Latina (Milano 1991) e Alla ricerca del centro storico (Milano 1996).

Pippo Ciorra

Professore di Composizione architettonica alla facoltà di architettura di Ascoli Piceno. È coordinatore del dottorato di ricerca internazionale “VDH” e del seminario itinerante di progettazione “Villard”. È membro del CICA (Comitato Internazionale dei Critici di Architettura), e advicer per il premio “Medaglia d’oro dell’architettura italiana” della Triennale di Milano e per il “Mies van der Rohe Award” della Fondazione MVDR. Collabora dal 1981 alle pagine, ai supplementi e alle trasmissioni culturali di giornali e riviste “generalisti” e della radio nazionale, e con varie riviste d'architettura. Fa parte del comitato editoriale di Casabella. Ha pubblicato saggi, ricerche e studi monografici. L’attività di critica e di ricerca è affiancata da un intenso lavoro progettuale, tra le opere più significative l’Ecomusée della Casamance in Senegal, la sistemazione del cinema Nuovo Sacher a Roma, l'allestimento interno e la realizzazione del portale d'ingresso delle Corderie dell'Arsenale per la Biennale Architettura del 1991. I suoi lavori sono stati pubblicati su varie riviste ed esposti in mostre collettive in Italia e all'estero. Ha partecipato a diverse Biennali e Triennali di architettura. Ha curato e allestito importanti mostre, tra le altre sedi, alla Biennale di Venezia, alla Casa dell’Architettura, al MAXXI di Roma.

Giancarlo Carnevale

Preside della Facoltà di Architettura dell'Università di Venezia, è docente di Progettazione al primo anno di studi e coordina un'unità di ricerca sulla Sostenibilità legata alle questioni delle aree dismesse. Si occupa, in particolare, dei problemi legati alla trasmissione della conoscenza disciplinare svolgendo ricerche teoriche ed applicate sulla didattica della composizione architettonica. Il suo lavoro in tale direzione ha prodotto mostre e seminari progettuali. E’ stato redattore del Drago, ha preso parte al comitato direttivo di Aura, collabora con Op. Cit., con Modo e con altre riviste. Ha curato gli Annali della Architettura Italiana Contemporanea 1986-87 e 1988-89 ed è responsabile di collana per la Officina Edizioni. E’ autore di varie monografie, tra le quali: Fuscaldo, Racconti di pietra, Cosenza o dell’assenza, La spirale ostinata, Caro studente ti scrivo, Dieci progetti illustrati, Occasioni di architettura, architetture di occasione, Litanie e griffonages, Rivista di Porto Marghera, viste e sviste. Esther Giani, ricercatrice in Composizione architettonica e urbana presso la Facoltà di Architettura dell'Università Iuav di Venezia. Nel 1998 si laurea in architettura a Venezia con una tesi compositiva sul paesaggio industriale di Marghera. Ha svolto lunghi periodi di studio e di ricerca all'estero presso la Westminster University di Londra, la Sorbona di Parigi, e la Tecnische Universität di Berlino. Ha avuto esperienze progettuali in workshop internazionali dal 1992. Ha organizzato e coordinato vari workshop nazionali e internazionali all’interno dell’Università Iuav di Venezia ed è attiva nella diffusione dei risultati scientifici delle ricerche in corso. Nel 2002 termina il master internazionale in Architettura, Urbanistica e Paesaggio presso il Berlage Institute di Rotterdam, la cui tesi è stata candidata per la prima Biennale di Architettura di Rotterdam. Dal 2003 al 2010 è stata assegnista di ricerca sul Paesaggio industriale. Del 2005 è la conclusione del XVII ciclo del dottorato di ricerca in Composizione architettonica presso l’Università Iuav di Venezia con una ricerca progettuale sulle Scuole nazionali dell'Avana, giudicata con dignità di pubblicazione. È curatrice, per Officina edizioni di Roma, dei volumi Manovre di Pragmatismo Visionario, Rivista di Porto Marghera. viste e sviste, Manovre di Immaginazione pratica, e autore - insieme a Giancarlo Carnevale - del volume SinTesi per un futuro possibile di Porto Marghera e della monografia Il riscatto del progetto. Vittorino Garatti e l’Ena dell’Avana. Per Marsilio ha curato i volumi dei Workshop internazionali estivi Iuav dal 2007 al 2011 di cui è coordinatrice. Ha vinto premi internazionali, partecipa a concorsi ed esposizioni internazionali.

DIALOGHI ITALO-TEDESCHI
L’Ateneo Italo-Tedesco promuove il programma “Dialoghi Italo-Tedeschi” a sostegno della realizzazione di conferenze scientifiche organizzate in collaborazione da Università italiane e tedesche.
Il programma intende sostenere conferenze in tutte le aree disciplinari, con particolare attenzione a tematiche inerenti ai rapporti fra Italia e Germania oppure a collaborazioni scientifiche fra i due Paesi.
In occasione del Bando 2011 sono state finanziate 22 conferenze da parte italiana e 6 conferenze da parte tedesca.
Da parte italiana il programma riceve il sostegno del Ministero dell’Istruzione, dell’Università e della Ricerca (MIUR).
La sede italiana finanzia lo svolgimento di conferenze scientifiche organizzate sul territorio nazionale proposte da docenti universitari italiani in collaborazione con una o più Università o centri di ricerca tedeschi.

L'ATENEO ITALO TEDESCO
E' un’istituzione bi-nazionale, con sede amministrativa a Trento e a Bonn, che si propone di favorire la crescita di una rete per l’alta formazione e la cooperazione scientifica e tecnologica tra Italia e Germania, potenziando il collegamento fra i sistemi formativi, culturali, economici e imprenditoriali dei due Paesi.

Le attività principali dell’Ateneo sono:
• la creazione di percorsi di studio comuni e dottorati di ricerca congiunti;
• la sperimentazione di nuove metodologie di insegnamento e apprendimento;
• il conseguimento di diplomi riconosciuti nei due Paesi;
• lo scambio di docenti, ricercatori e studenti.

Le iniziative che l’Ateneo si prefigge di realizzare sono:
• predisposizione di informazioni sul sistema universitario e scientifico italiano e tedesco e sulle possibilità di sviluppo della cooperazione;
• sperimentazione di metodi per garantire la qualità;
• sostegno della collaborazione tra università e sistema economico in entrambi i Paesi anche favorendo periodi di stage degli studenti nelle aziende del Paese partner;
• promozione degli scambi di persone all’interno dei progetti di collaborazione;
• promozione dell’apprendimento linguistico e della germanistica/italianistica nelle università di entrambi i Paesi;
• sviluppo della didattica universitaria e della formazione permanente.

La storia dell'Ateneo
L’Ateneo Italo-Tedesco ha preso avvio a Roma il 13 aprile 2000, data in cui i Presidenti della Conferenza dei Rettori delle università italiane (CRUI) e della Conferenza dei Rettori delle università tedesche (HRK) hanno sottoscritto una dichiarazione d’intenti in cui si impegnavano a proporre ai rispettivi Governi la creazione di un ateneo bi-nazionale che si pone l’obiettivo di rendere più efficaci lo scambio e la cooperazione in ambito accademico.
Lo statuto dell’Ateneo è stato formalmente sottoscritto il 25 maggio 2002 dal Presidente della CRUI Luciano Modica, dal Presidente dell’HRK Klaus Landfried, dal Rettore dell’Università degli Studi di Trento Massimo Egidi e dal Segretario Generale del Deutscher Akademischer Austauschdienst (DAAD) Christian Bode, dopo che il 16 aprile 2002 al Quirinale il Presidente della Repubblica italiana Carlo Azeglio Ciampi e il Presidente della Repubblica Federale di Germania Johannes Rau avevano patrocinato la nascita della nuova istituzione.

Il comitato direttivo dell'Ateneo
Il Comitato direttivo è composto pariteticamente da tre rappresentanti accademici e da un rappresentante del mondo economico e sociale per ciascuno dei due Paesi, i quali vengono nominati, per un quadriennio, dalla CRUI e dall’Università degli Studi di Trento, da un lato, e dall’HRK e dal DAAD, dall’altro.
I rappresentanti della CRUI, dell’HRK, del DAAD e dell’Università degli Studi di Trento partecipano con voto consultivo.
I rappresentanti del Ministero degli Affari Esteri, dell’Istruzione, dell’Università e della Ricerca, della Kultusministerkonferenz tedesca e della Provincia Autonoma di Trento vi prendono parte in qualità di osservatori.
Il Comitato nomina un Presidente e un Vicepresidente che rimangono in carica, anch’essi, per quattro anni. A metà mandato scambiano le loro posizioni.

ATENEO ITALO-TEDESCO
L'Ateneo Italo-Tedesco è un’istituzione binazionale, con sede amministrativa a Trento e a Bonn, che si propone di favorire la crescita di una rete per l’alta formazione e la cooperazione scientifica e tecnologica tra Italia e Germania, potenziando il collegamento fra i sistemi formativi, culturali, economici e imprenditoriali dei due Paesi.

FACOLTA' DI ARCHITETTURA
La scuola di architettura è una piccola facoltà con una buona reputazione nazionale ed internazionale ed una sicura maturità didattica e culturale. I nostri architetti si possono iscrivere nella sezione A degli albi nazionali e possono esercitare la loro professione in tutti i paesi Ue. L'offerta formativa è comunemente detta 3 + 2: un triennio di base, che consente di acquisire la laurea in Scienze dell' Architettura, ed un biennio successivo, organizzato secondo tre percorsi alternativi, che conducono tutti alla laurea Magistrale in Architettura. La facoltà ospita un ricco e molto qualificato insieme di corsi di perfezionamento, Master e corsi di dottorato. Temi privilegiati sono il Restauro, la Storia dell'Architettura, il progetto in ambito archeologico, il progetto dell'abitare e gli Spazi pubblici.

UNIVERSITA' IUAV DI VENEZIA
Iuav è un’Università in una città unica al mondo, Venezia, ed è interamente dedicata al progetto. Nato nel 1926 come Istituto Universitario di Architettura di Venezia, a partire dal 2001 l'ateneo è diventato Università Iuav di Venezia e ha affiancato, alla storica Facoltà di Architettura, le Facoltà di Pianificazione del territorio e di Design e arti. L’Università Iuav di Venezia è oggi un luogo di insegnamento, alta formazione e ricerca nel campo della progettazione di spazi e ambienti abitati dall’uomo: edifici, città, paesaggi, territorio; ma anche nella progettazione di oggetti d’uso quotidiano, eventi culturali, teatrali, multimediali e grafica.

TU Dortmund University has been researching and teaching at the global intersection between man, nature and technology since its establishment in 1968. It has developed a unique profile with a special combination of faculties in the natural sciences and engineering, the social sciences and the humanities. This structure produces new knowledge, methodologies and technical innovations. WEIMAR
With faculties and areas of study such as Architecture, Art and Design, Civil Engineering and Media, the Bauhaus-Universität Weimar has a distinctive identity.
The Bauhaus-Universität Weimar has become well-known for its wide range of teaching and research activities based on civil engineering and architecture-oriented disciplines. Today the University offers an extensive spectrum of instruction with over 30 courses of study, including free art, design, web design, visual communication, media design, media culture, architecture, civil engineering, materials science, processing technology, environment and management.
The term “Bauhaus” stands for an eagerness to experiment, openness, creativity, a close link to industrial practice and internationality. Building on the tradition of the Bauhaus movement, all the faculties are involved in the creation of public spaces. The goal is to get science, art and technology working together analytically, creatively and innovatively on the planning, construction and design of current and future spaces of habitation. Practical experience plays an important role in all academic fields, as well as in artistic development.
Testing, certification and product development are just as important to civil engineers as they are to media developers and designers.

I. L'ARCHITETTURA DELLA RIQUALIFICAZIONE URBANA IN ITALIA

La città europea degli ultimi 20 anni ha visto crescere e consolidarsi fenomeni di trasformazione urbana di forte dinamicità, nei quali il tema della riconversione di aree urbane dismesse e di riqualificazione di edifici pubblici e privati non più utilizzabili ha avuto forte prevalenza. Anche in Italia, a partire dai primi anni ’90, il tema del riutilizzo del suolo già costruito e dell’architettura dismessa ha costituito l’occasione concreta per rilanciare con forza i tre temi tipici della ricerca urbana e architettonica dei decenni precedenti: la morfologia della città compatta, la tipologia architettonica come elemento di regole civili condivise, la riconversione e il restauro del costruito, e quindi il rapporto tra l’antico e il nuovo.

L’obiettivo di quelle ricerche e progettualità - espresse a partire dalla metà degli anni ’60 da una generazione di studiosi che avevano lavorato e insegnato nelle nostre Università e nei Politecnici - era quello di dimostrare che l’idea di città compatta e riconoscibile nella sua forma fosse una grande risorsa da preservare e sostenere, grazie alla riprogettazione e alla trasformazione qualitativa delle sue parti in progressiva trasformazione. Anche se la dispersione urbana e il consumo di suolo non si è interrotta, - spostandosi verso i centri abitati medio-piccoli e lungo gli assi infrastrutturali della mobilità -, la reale riqualificazione di aree di grande e media dimensione ha contribuito a trasformare positivamente la prima e la seconda periferia delle nostre città, sia in termini fisici che sociali, estetici ed economici, costruendo nel tempo presenza e cittadinanza là dove l’abbandono e il degrado stavano per avere il sopravvento.

Questa esposizione presenta solo un parziale campione di progettualità e di professionalità italiane che, a livelli e scale diverse, stanno operando nel tessuto urbano italiano con trasformazioni nelle quali il perenne tema del rapporto con le preesistenze architettoniche e ambientali siconcretizza in scelte e opportunità sempre diverse, ma che hanno il comune obiettivo della qualità architettonica e della dignità professionale. Una intera generazione di architetti e urbanisti muove da queste premesse di complementarietà disciplinare e di sinergia metodologica per fare fronte a tempi e condizioni generali nuove e molto dure, che non permettono più errori di valutazione e sprechi di risorse pubbliche e private.Il risultato potrà anche essere una architettura per tutti, per una cittadinanza più consapevole e partecipata, più civile e previdente. E forse, anche una architettura più dignitosa e civile, nel suo lavoro quotidiano e silenzioso, di quella proposta negli ultimi anni dai progetti/immagine di uno “star system” internazionale politico/mediatico/architettonico senza grande futuro.
