Nel lungo periodo, l'urbanistica è cambiata radicalmente, come pratica e come disciplina. Nata per svolgere funzioni di regolazione e controllo, urbano e sociale, è diventata una prassi flessibile, adattativa, contingente, tattica, persino informale. Caratteri non inediti, ma un tempo confinati nel backstage. La differenza, oggi, è che una vasta corrente disciplinare è disposta ad accettare quelle condizioni come requisiti normali. Possiamo prendere atto della mutazione, senza il bisogno di giustificarla, di chiarine le implicazioni tecniche e sociali? Per tradizione, l'impegno urbanistico era concentrato sulla produzione di regole e visioni. Nel corso del tempo, l'interpretazione delle due funzioni è diventata più debole. La tendenza sembra influire negativamente sulla reputazione e sulla rilevanza sociale della disciplina. Sarebbe utile e opportuno un impegno più significativo nella sfera delle azioni effettive, cioè delle politiche e dei progetti urbani che realmente trasformano la città?

Il libro intende discutere le due questioni, che secondo l'autore sono fondamentali per restituire alla disciplina una funzione pubblica e sociale più dignitosa. La riflessione è fondata su una vasta letteratura internazionale, come quadro di riferimento per un'analisi comparata delle tendenze in atto e delle possibilità di cambiamento. L'autore ringrazia Patrizia Gabellini, Arturo Lanzani e Gabriele Pasqui, che hanno accettato di scrivere un commento critico sulla visione e sugli argomenti che il libro propone.

Urban Planning has changed radically in the long term as both a practice and a discipline. Developed for urban regulation and social control, it has become a flexible, adaptive, con- tingent, tactical, even informal practice. These properties are not new, but they were once confined backstage. The difference today is that a broad section of the discipline is willing to accept such conditions as normal requirements. Can we acknowledge this transforma- tion without needing to justify it or clarify its technical and social implications? According to tradition, planning was focused on producing rules and visions, but the interpretation of these two functions has weakened over time and the tendency seems to negatively affect the reputation and social importance of the discipline. Would it be useful and appropriate to focus more meaningfully on effective actions, i.e. planning policies and urban projects that actually transform the city?

This book discusses these two questions, which the author believes are essential for giv- ing the discipline a more dignified public and social function once again. The argument is based on extensive international literature as a framework underlying a comparative anal- ysis of current trends and the possibility for change. The author thanks Patrizia Gabellini, Arturo Lanzani, and Gabriele Pasqui for agreeing to write critical comments on the vision and topics presented in the book.

Pier Carlo Palermo è professore emerito di Urbanistica al Politecnico di Milano, dove ha diretto il dipartimento di Architettura e pianificazione, ed è stato preside della scuola di Architettura e società.
