In the City of Pérez, the 2001 economic crisis in Argentina caused the collapse of one of their main business sectors that is the railway industry. As in other parts of the country many initiatives are being proposed to regenerate local development. This article briefly describes an integral development programme based on an existing horticultural "know-how" in the City of Perez. A Territorial Institutional System (SIT) is proposed as a development model. This model's sustainability relies on the production of a collective know-how to revitalise the region. It takes into account a large number of variables: social, environmental, cultural, political, ethical and educational in the local territory. A series of concrete lines of actions at an intra-systemic and inter-systemic level are presented while bearing in mind the limits and possibilities of the model. Considering the market (national and international) for horticultural products, the parallel experiences at a national level and the endogenous knowledge, the authors believe this model is suitable as a first step in revitalising the City of Perez. In their opinion, after the new globalisation of the 1990's, it is now time to plan development with a systemic perspective at the macro level by maintaining priorities at a micro level.
