Strategic decision
.
| Considering the Umbrian regional
context , the economic and territorial dynamic of the province
of Terni is slow. This fact has determined a flexible situation,
in which many changes are possible, following different development
options. The reasons for the growth delay have been analyzed
in the Plans general report and where they are considered as
potentialities and as weakness. |

The thorough investigation of the territorial conditions (in particular
the polycentric structure of the urbanizations, based on the articulated
road system, and the lack of organization in districts of the industrial
system) has lead to a scenario that is a guarantee for the development
projects not yet ripe (the assemblage of these projects is called
"the unintentional plan") and at the same time a protection of the
environmental resources. This scenario involves finalized choices
for reinforcing the local characteristics; considering the territories
rather than the towns, and the designing of a network of relationships
between the different levels. The strategy consists of:
localization policy for the public facilities;
organization of a museums artistic and cultural productions
system;
localization of new regional parks, in areas of great value
in terms of historical, cultural and natural features;
realization of central points for tourist information, and
handcraft and local food product promotion;
integration between industrial system and the University, research
and high study centers.
Considering the special character
of the province territory, there are some necessary future actions
very relevant:
to reinforce the scientific and technological park and
the multimedia center in the Terni valley;
to reuse the dismantled industrial areas,

especially those in Narni, as a service centers (also for education
and research) and as alternative productions, consistent with the
natural environment;
to increase the accommodation capacity, encouraging in particular
the renovation of the ancient buildings;
to develop the regional fair of Fabro;
to promote the Monte Rufeno and Selva di Meana Park, which
must be connected to the natural system of Monte Paglia and the urban
park of Orvieto.
