The territory of the province of Terni is the result of ancient integration between natural environment and human action. It is a transition area between the metropolitan Tyrrhrenian region, which has its heart in Rome, and the Adriatic ridge, consisting of the intersection of the coastal settlement and the linear urbanization along the valleys.
In 2000, the draft stage of the territorial coordinate provincial plan (PTCP) was finished. This plan tries to combine the requests for development, which arose from the complex consultation process involving local authorities and professional associations, with the improvement of the important natural and cultural-historical qualities, spread out in the territory.
The most important actions are three:
· building a relations net, that is able to assign new development opportunities for the settlements;
· improving the distinctive local environment;
· identifying the rules for structural transformation actions.
On the basis of the analysis, which has particularly considered the territorial relational aspects, fifty landscape units have been defined and eco-sustainable strategic decisions have been taken. At present the implementation phases are in progress. A large staff contributed to the elaboration of the PTCP documentation.
