The consultation process

Since 1996, the consultation process of the territorial coordinative provincial plan of Terni has been characterized by the wide participation that involved not only the public administrators, but even private stockholders. The activities of the local administrations conference, the venue for the dialogue between members of institutions and politicians, has assessed the plans elaboration and its evaluation processes.
During the local administrations conference, in 1996 the consultation process and the plans first drafts were shown to the audience and then, in June 1997, the studies and the contents of the preliminary plan. This is essential in order to define the ultimate version of the plan.
 
Two sessions of the conference were the most relevant: the first one was dedicated to the elaboration of "integrated area projects"; the second one was dedicated to draft "network strategies for spreading entreneurship and an integrated development for the territory and the small towns", which will be connected with the planning and the new negotiated tools (new planning instruments, based on negotiations, introduced by national and regional laws, as, for example, "contratti d'area", "patti territoriali", "accordi di programma").
In 1997 the provincial council approved the preliminary plan. In 1998 the conference examined the plan guideline and the provincial technical staff concluded all the plan documents, in accordance with regional law. In September 2000, the provincial council approved the territorial coordinative provincial plan. Today the implementation process is getting off the ground.
