Emilia-Romagna Region - Public Transports
Emilia-Romagna Region is responsible for the elaboration of the
General Integrated Transport Plan ( P.R.I.T.) and guide-lines
for the development of inter-modality of regional and local services.
Co-ordination of the regional and local authorities (Communes and
Provinces) on transport policies is guaranteed by institutional
agreements - the so called Accordi di Programma - that
identify mutual commitments about quantity and quality of services,
subsidies for operation and investments (in infrastructures and
vehicles), urban mobility, customer care, safety, traffic and environment.
While the P.R.I.T. is updated every 10 years, the local
plans have to be negotiated every 3 years.
The Regional Public Transport Agency, set up in march 2001,
is directly responsible for the regulation of railway services and
coordination of related investments, monitoring of local transport
plan implementation with particular regards to customer care, mobility
management measures and results (focusing on quality, environment,
safety and traffic).
Agency mission in details:
- concession of regional railway lines operation
- negotiation of service contract on regional and local railway
services
- management of operation and investment subsidies
- providing guide-lines for the local planning of bus services
- financing of local Transport and Mobility Agencies by negotiating
contracts on services and investments every three years (Accordi
di Programma)
- monitoring of the quantity and the quality of railway and bus
services as well as of the overall local mobility quality.
