The video shows
the PRU's of Emilia Romagna, organised in three categories as a
function of their main field of application and prior functions:
1. The problems characterising small centres are those typically
associated with the revitalisation of small towns, where the preservation
of the existing landscape and structures, often carried out through
projects of renovation of public spaces, is compounded by the delocalisation
of production and service activities.
2. Peripheral area are characterised by problems such as widespread
deterioration of housing facilities and social conditions, which
are particularly evident in public housing zones, and require renewal
interventions designed to improve the range of services made available
to the inhabitants as well as the renewal of the buildings. In such
districts, renewal programs are often flanked by actions of a social
nature and infrastructural interventions.
3. The activities envisaged by R.L. 19/98 are exercised primarily
in abandoned industrial sites: in Emilia-Romagna such areas add
up to a major reserve of urbanised plots to be reconverted to new
functions. At the same time, they entail problems of economic feasibility
and environmental sustainability, as are frequently associated with
reclamation needs.
The urban regeneration
policies of the Region promote complex programs affecting the urbanised
territory and mobilising the resources and actions of different
regional planning sectors, integrating different fields of structural
intervention: i.e., urban functions of excellence, mobility, the
requalification of environmental systems, security, services to
the citizens, etc.Regional Law 19/98 "Urban renewal standards"
has established the urban renewal programs (PRU’s) as standard
instruments for the transformation of city areas that have lost
their original function or are undergoing a process of deterioration
affecting the buildings, the environment and living conditions.
The PRU is an executive town planning instrument characterised by
a plurality of functions and types of intervention, as well as the
participation of public and private resources; its goal is to govern
the transformation of the city as consolidated according to the
predictions of the town planning instruments in force. With the
financial contribution of the Region, R.L. 19/98 encourages the
initiatives of the Communes promoting programs to be realised with
the participation of public and private operators through procedures
involving competitions open to the public, ensuring transparent
forms for reaching general consensus based on the institution of
program agreements.
Through ad hoc calls for bids, the law provides funds for the PRU’s
promoting integrated building interventions subsidised by public
funds and infrastructures designed to improve the quality of settlements.
In its allocation of resources to the sector for the 2000-2005 five-year
period, the Emilia-Romagna Region made available to the Communes
a total of 70 million Euro for their Urban Renewal Programs and
activated private investments totalling over 800 million Euro. So
far, 60 program agreements have been approved, relating to as many
PRU’s, with a regional contribution worth 68,484,766.07 Euro
for interventions having the following objectives:
- Erp – including restoration – interventions (38.48%)
- Subsidised building interventions (34.56%)
- Interventions on infrastructures, public services and urbanisation
programs (26.9%)
