This
is a collection of the most significant regional laws on city
planning and housing policies passed and/or put into effect
between 2000 and 2005. Taken together, these regional laws
amount to an organic implementation of the reforms introduced
by the "Bassanini" provisions, and also reflect
the intents of the reform of Title V of the Italian Constitution.
With these measures, the Emilia-Romagna Region established
a new approach to the management of planning, stressing three
strategic objectives: "concerted" planning, "sustainable"
programs, a "solidarity-oriented" city.

Starting
with Regional Law 19/'98, "Urban Renewal standards",
the Emilia-Romagna Region has carried out initiatives, conducted
investigations, organised seminars and produced publications
designed to promote urban requalification through the technical
and political structures of the Region's administrative bodies.
All this accomplished an unprecedented five-year experience
in Italy.
In 1999, the launch of the regional call for bids for the formulation
of new Urban Requalification Programs on the part of the Communes
of Emilia-Romagna marked the start of the initial stage of implementation
of the law, with the support of a group of experts in the most
innovative aspects of complex program drafting and flanked by
the production of the Inforum newsletter. An International Conference,
"The city of tomorrow. Strategies, programs and projects
for urban requalification" (Bologna, 24 and 25 January
2000), concluded this initial stage, which selected the programs
eligible for regional funding. In early 2001, the Region set
up the Permanent observatory on the requalification of the city,
with the aim of developing a program of research and in-depth
study of strategic themes for the redesign of requalification
programs. The research work performed by the Permanent Observatory
on the requalification of the city, entrusted to the University
of Bologna - Department of Architecture and Territorial Planning
(divisions of Bologna and Cesena) - and the University of Ferrara
- Department of Architecture - concretised in a critical consideration
of the experiences performed and the formulation of guide lines
for the future action of the Region, geared to a dynamic approach
to city planning, cutting across sectorial boundaries.
