Architectural and landscape quality - L.R. 16/2002

On 15 July 2002, the Region approved Regional Law no. 16 "Regulations on the restoration of historical-artistic buildings and the promotion of the architectural and landscape quality of the territory"; this document updated the earlier regulations of 1989 with which the Region had financed over 150 feasibility studies and plans for the recovery of building heritage and 430 interventions for the restoration of buildings of historical-artistic interest. The goal is to extend the experience obtained with Regional Law no. 19 of 1998 on urban renewal, paying special attention to smaller centres and the city centres characterised by these valuable structures requiring interventions geared primarily to conservation as opposed to transformation purposes. At the same time, the goal is to promote through innovative regulations for nation-wide application, the quality of new architectural works and the role of artistic projects in the renewal of public spaces as well as to encourage the demolition of buildings deemed incongruent with the landscape and the environmental context.

Currently underway is the first regional operational program, following a call for bids issued in March 2004, with resources available worth ca 10 million Euro.
The goal of this regional program is to select projects to be assigned the contributions intended for public and private organisations.

By the established deadline (March 2004), over 550 intervention proposals had been submitted, for the allocation of funds totalling approx. 160 million Euro; the evaluation process performed on a regional scale through an examination of the commitments of the applicants and the characteristics of the territory, as well as using criteria of feasibility, sustainability, efficiency and quality, has led to the identification of 60 projects belonging to different intervention categories: design contests, studies and research projects, the restoration of monumental buildings and zones, the renewal of public areas (parks, gardens, squares...), the formulation of recovery plans and urban maintenance programs, the construction of new high-quality architectural works in public places, the demolition of discordant structures.
