Promoting living conditions in the cities - L. 19/1998

Law 19/98 established the urban renewal plans as ordinary instruments for the transformation of city portions that have lost their original function or are undergoing a process of deterioration affecting the man-made structures, the environment and social conditions. Through ad hoc call for bids, the law provides funds for the PRU's promoting integrated building interventions subsidised by public funds and infrastructures designed to improve the quality of settlements. The regional Executive Council ensures the integration of and the agreement on sectorial policies designed to affect the conditions of deterioration of urbanised areas.

PRU:
Urban Renewal Program
The PRU is an executive town planning instrument characterised by a plurality of functions and types of intervention, as well as the participation of public and private resources; its goal is to govern the transformation of the city as consolidated according to the predictions of the town planning instruments in force.

Realms to be requalified
The City Council delimits the city areas to be requalified indicating the priority levels for abandoned or deteriorated areas and defines the public goals to be reached as well as the environmental, social and architectural quality objectives to be achieved in each of these areas.

Contest and participatory procedures
Having heard the opinions of the districts and citizen associations, the Commune seeks the active participation of public and private operators through a contest open to all the persons and entities potentially concerned. In its dealings with private owners, the Commune initiates negotiation procedures and fixes both a time limit for their conclusion and the public goals it intends to achieve. Then, it evaluates the proposals and selects a program to realize the objectives.

Approval of the PRU:
the program agreement

As a rule, the PRU is approved through a resolution by the City Council. If the Region participates with its own resources, the PRU is approved through a program agreement promoted by the Mayor and extended to the public and private operators concerned. The signing of the agreement activates the program, which entails a declaration of public utility of the works including those in areas not affected by public interventions.
