Community Framework for Cooperation to Promote Sustainable Urban Development
This Community Framework is a legal instrument allowing the Commission to provide financial and technical support to networks of local authorities in the field of the promotion of sustainable urban development.
For the period 2001-2004 the amount allocated is EUR 14 million. The indicative amount for the 2003 call, covering parts A and B of the programme is EUR 3.2 million. Support for projects is available for a maximum of 3 years.

Funds are earmarked for Commission support and assistance to encourage the conception, exchange and implementation of good practices in the following fields:
- implementation at local level of EU environmental legislation
- sustainable urban development
- local Agenda 21
The following types of activities will be eligible:
- Information and exchanges of information on sustainable urban development and local Agenda 21 and improvement of environmental quality in areas where environmental problems occur alongside socio-economic problems.
- Cooperation between the partners concerned by sustainable development and Agenda 21 at European level.

ENTRUST - Empowering Neighbourhood Through Recourse of Urban Synergies with Trades - is a thematic network of research institutions and end-users financed by the EU Fifth Framework Programme. It aims at producing explicit guidance on how to form and drive public-private partnerships for working together in deprived mixed function neighbourhoods in recession.
Involved are partners from Berlin, Copenhagen, Dublin, Glasgow, Hamburg, Lisbon, Malta and Vilnius.
The project is planning a final EuroConference on public-private partnerships in regressing mixed function neighbourhoods in February/March 2004.

Agreement between the European Parliament and the Council on a new Directive on public participation in environmental decision-making, the general public will have a say in the preparation of environmental plans and programs dealing with waste management, air pollution, nitrate water pollution, and projects with significant environmental impact. The Directive implements a part of the United Nations Economic Commission for Europe (UN-ECE) Aarhus Convention into EU legislation.
According to the Commission, the new Directive establishes basic procedures for public participation in the above areas and introduces for the first time public participation in the decision-making on environmentally significant projects. It also gives the public a possibility to challenge the legality of decisions, acts or omissions subject to the public participation provisions. The UN-ECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters was adopted June 25, 1998 in the Danish city of Aarhus at the Fourth Ministerial Conference in the "Environment for Europe" process. It entered into force October 30, 2001.

ACSP-AESOP third joint congress
Leuven (Belgium) July 8th - 12th 2003
After the highly successful experience of ACSP-AESOP Joint Congresses in Oxford (1991) and Toronto (1996) the European and American planning scholars, not to forget colleagues from the other continents, join in Leuven-Belgium for the third joint congress ACSP-AESOP.
The overall theme of the congress ‘The Network Society: The New context for planning’ provides the opportunity to address a wide range of topics which will be faced by planning educators and professionals the coming years.

"The Future of Deindustrialising Regions"
Post-AESOP/ACSP-Congress
in Dortmund/Berlin 2003 - July, 13th to 16th, 2003
From July, 8th to12th, 2003, there will be the third joint congress of the European and American planning scholars (ACSP/AESOP) in Leuven, Belgium. This event is followed by the post-congress "The Future of Deindustrialising Regions: Planning for Urban and Regional Transformation", which will be held in Dortmund, Germany (July, 13th to 16th, 2003) . In Dortmund nine tracks will discuss the planning challenges as well as the planning opportunities of old-industrial regions. The themes of these tracks are: Globalisation and regional economic development; Deindustrialising regions: laboratories for planning education; Culture, entertainment and urban development; Brownfield redevelopment; Regional governance: producing visions for sustainable institutions; Sustainable mobility; The 'social city': demographic change, multiculturalism and local economies; Sustainability and mixed-land use; Industrial urbanism. The experiences of the International Building Exhibition Emscher Park will play a crucial role within the congress. Later on, the european trip will go to Berlin (Germany), where on July 17th and 18th the theme will be "Culture, Entertainment and Creative Industries".
