Big projects: urban development following a concept or single opportunities?
In the agglomeration of Stuttgart projects with far-reaching consequences are being developed - financially and structurally. Looking at the city enlargement and the high-speed train project of "Stuttgart 21", the projected New Fair next to the airport and the ideas for the Olympic Games candidature the question arises whether these projects are following a general urban planning concept or whether they are serving isolated ideas of investors or politics.

Special Issue: Future of the City
"RaumPlanung" in the 28th year of being reaches issue number 100 - a typical reason for an anniversary. For a specialised journal it is not so easy to maintain its position for such a long time - it would not have been possible without the active collaboration of many persons. But anniversaries often are also seen as "antiquated" or "nostalgic" - and that is why we want to demonstrate in this issue that we are looking forward. It is dedicated to the "Future of the City".
Our readers contributed to both points of view: the constant on the one hand, the orientation towards the future on the other. In the personal comments of IfR members and readers on 100 issues of "RaumPlanung" the origin of the journal is mentioned as well as the (value of) everyday usage at present. For the topic of the city of the future we asked planning experts to take down some short ideas on the city of the 21st century. The scientific contributions are dealing with contemporary programmes and discussions on future urban development, treating the topic from different pints of view - from the European to the local level.
Taking into account the "European City" it appears clearly that there are no longer urban models pretending to be of absolute validity. Nevertheless, more than ever the intense current debate on the future of our cities stresses that the analysis of this topic in terms of planning requires more than a masterplan based on an urban model.

Sustainable development of urban settlements and cities within a global partnership was one of the goals defined at the United Nations Conference on Human Settlements (Habitat II) in Istanbul in 1996. Five years later, delegations from more than 130 nations met in New York to survey the implementation of the Habitat Agenda. On this account, Germany struck a balance in its national report "Towards Sustainable Human Settlements Development".

Towards sustainability. At the end of a competition
26 regions participated in the national competition "regions of the future - regional agendas for a sustainable spatial development". The winners were awarded at the international conference URBAN 21. In the past three years, they initiated exemplary regional developments, build up structures for dialogue and co-operation and implemented innovative projects.

URBAN 21: sustainability, good governance - and what more? A report from the UN-Conference in Berlin about the future of the cities in the 21st century
Sustainability is discussed everywhere since the Rio-Declaration of 1992. With the URBAN 21 report and the concluding "Berlin Declaration", a new term was introduced, in order to get the inexorable processes of urbanisation on a sustainable track for the future: "good governance". Experts from all over the world discussed the problems on the way towards this idea. If the participants had been integrated into the discussion-process during the conference, an international understanding about the "city of tomorrow" could havebeen achieved in a better way.

Tasks for cities in the 21st century. Annotated results of the National Urban Design Congress
From 17th - 19th November 1999, the National Urban Design Congress took place in Berlin with more than 700 participants from politics, planning, business and research. The aim of the event was to develop future-oriented strategies for cities at the turn of the century. At the same time, the congress was part of the German preparation for the world-conference URBAN 21 in Berlin in the year 2000. The congress produced official "results" which were distributed to all participants at the end of the conference. But they are no common declaration of principle, but appear more like (urban)development political platitudes. "Sustainable" impulses can not be found in those "results". This was different with some contributions (lectures and panel discussions) to the congress. With this article, the authors want to start a discussion about the interpretation of the official results.

Großstadtvisionen. FutuRegio - Großstadtregionen in nachhaltiger Entwicklung

Visions for large cities. FutuRegio - metropolitan areas in sustainable development
It is typical for large cities and their metropolitan areas to have a special, very high consumption of resources. This is why these areas are often in the centre of the scientific and political discussions about sustainable development. In this article, it is discussed how the existing problems can be solved in a better way both in German as well as in other European metropolitan areas. It is illustrated with the example of the metropolitan area "FutuRegio" which contribution spatial visions can contribute to solving the problem. At the same time, it is shown how the IfR wants to pick up the discussion about a sustainable regional development at the 3rd European Planner Biennial in Herne in September.

Regions of the future
This article is about the central ideas and the participants of the Federal competition "Regions of the future - regional agendas for a sustainable spatial development". The tasks of the 26 participants are to establish innovative approaches for sustainable spatial development in their regions and to implement single projects until the end of the year 2000 (it is a competition of both ideas and their realisation). Of special importance is the development of regional co-operation. In addition to that, it is important for the participants to document exemplary projects which can be passed on to all other regions in Germany. Until the end, the participants are technically and organisationally supported by a project-group of the Federal agency responsible for the competition. Their progresses are documented and evaluated by an independent jury.

Zukunft der Stadt - Stadt der Zukunft

The future of the city - the city of the future
This was the topic of a congress which took place 3rd - 4th May 1999 in Saarbrücken. The main issues of the congress were the effects of globalisation on the municipalities and which goals for social, economic, ecological and spatial organisation of European cities can be developed so that life in the cities is still enjoyable for future generations. In this article, summaries of the different presentations and discussions at the conference are given. The result of the conference are twelve theses (www.saarbruecken.de/sbnet/aktuell/zukunft/ergeb.htm). One of the main theses was that cities need to convince with their quality - with their ability to function, their possibilities for social and cultural developments and their spatial organisation.

EUREGIO. Auf dem Weg zu einer nachhaltigen Regionalentwicklung

EUREGIO. On the way towards sustainable regional development
In the public discussion, there are endless different definitions of the term "sustainability". In this article, no new attempt to define the term is tried. Instead, a new approach is described for designing the developing processes of a border-region sustainable while preserving and using the special spatial features. This builds up on a spatial development prospect that was made for the EUREGIO. Since the EUREGIO is a German-Dutch border-region, the special feature of the development prospect towards sustainability is the border-crossing approach.
